About this opportunity
The National Park Service Northeast Region seeks replacement of fire and security systems at the Women's Rights National Historical Park Visitor Center in Seneca Falls, New York, with proposals due September 9, 2026 at 2:00 p.m. EST. This is a Total Small Business set-aside under NAICS 561621, Security Systems Services.
Place of performance is 136 Fall Street, Seneca Falls, NY 13148. The work spans three buildings: the Main Visitor Center (19,817 square feet, four levels), Wesleyan Chapel (3,439 square feet), and Electrical Shed (164 square feet). The project involves complete demolition and replacement of 30–35-year-old Johnson Controls and Simplex Grinnell systems with fully addressable, non-proprietary fire alarm and security detection systems meeting NFPA 72 (2019 edition). Fire detection includes approximately 67 smoke detectors, 10 heat detectors, 6 duct detectors, 24 notification devices, 11 pull stations, and 8 sprinkler tamper switches. Security systems must incorporate dual-technology motion detectors, duress alarms, active shooter alarms, door contact and break glass sensors, with dual-path communication (IP primary and cellular backup) to the park monitoring station. Design must be completed by NICET Level III or licensed Fire Protection Engineer; installation must be supervised by manufacturer-certified personnel with a minimum NICET Level II fire alarm technician on-site throughout. Buildings remain operational during work conducted Monday–Friday, 7:00 a.m. to 4:00 p.m., excluding federal holidays. Performance period is 300 calendar days from Notice to Proceed. Estimated project magnitude is $100,000 to $250,000 firm fixed-price. Payment and performance bonds are required if quote exceeds $150,000. Department of Labor prevailing wage rates for Seneca County, New York apply. Award is based on best value: technical approach, experience, past performance, and price. Proposals valid for 60 days minimum. All offerors must be registered in SAM with current representations and certifications. Contractor must provide training, one-year warranty, and as-built documentation. Contact: Roselyn Sessoms, roselyn_sessoms@ios.doi.gov.
