About this opportunity
The National Oceanic and Atmospheric Administration seeks exterior siding, trim, and paint repair and restoration of its Woods Hole Laboratory Cottage Building in Massachusetts, with revised proposals due August 14 at 1:00 PM Eastern Time. The procurement is set aside exclusively for Small Businesses under NAICS 238170 (Siding Contractors), with a $19 million size standard.
Place of performance is 22 Albatross Street, Woods Hole, Massachusetts 02543. The scope requires replacement of approximately 1,500 square feet of cedar shake siding with B-grade or better cedar shingles, replacement of all degraded trim with PVC or equivalent materials, removal and replacement of all railing, deck board, and entry stair components showing signs of rot or water damage, removal and replacement of the wooden entrance gutter with metal to match existing gutters, and application of two coats of exterior-grade white paint to all surfaces. The contractor must perform lead paint testing and address any discovered hazardous materials. All contractor personnel, materials, tools, equipment, engineering, labor, and supervision are contractor-furnished. Work must be completed by mid-October 2026, with performance hours generally 0700–1600 EST Monday through Friday excluding federal holidays. The government will provide reasonable water and power at no cost to the contractor. The contractor may defer performance to spring 2027; the government will evaluate both timelines for best value. The site visit was held August 4; a dumpster may be staged in the unsecured parking lot with no size limitations and must be removed upon contractor departure or end of performance.
Amendments 0001 and 0002 have been issued. Amendment 0002 extended the due date by one day and responded to eight Requests for Information received August 6. Offerors must acknowledge receipt of amendments prior to the deadline. The contract is firm fixed-price with delivery by October 16, 2026. Payment bonds and irrevocal letters of credit equal to 100 percent of contract price are due within 14 days of award. Davis-Bacon prevailing wage rates apply. The past performance questionnaire must be completed by government assessors and submitted to Jenna Taulman at jenna.taulman@noaa.gov. Questions were due August 6. The PSC code is Z2JZ.
