About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking to procure a Wireless Jack Weigh System specifically designed for the C-5M Super Galaxy aircraft through solicitation FA8525-25-Q-0002. This procurement supports the Pylon Wing Interface (PWI) Program, which requires permanent structural repairs to wing forward beam lower spar caps across the entire C-5M fleet. The system must perform 18-point jacking to zero-load wing structures during maintenance operations and meet stringent technical specifications including wireless communication capabilities (200 ft indoor, 300 ft line-of-sight range), interchangeable load cells with digital conversion capabilities, and a hardened CPU that can display weights from up to 18 load cells simultaneously. The system components include AC100 RFX CPUs, wireless radio modules, compression canisters, load cell adapters, and associated training and warranty services. The solicitation was posted on June 24, 2025, with responses due by July 17, 2025, requiring contractors to provide detailed cost breakdowns and high-fidelity proposals.

This opportunity operates under an unrestricted acquisition with no set-aside designation and falls under NAICS code 333993 (Packaging Machinery Manufacturing) with a size standard of 600 employees. The solicitation documents indicate Intercomp Co. as the apparent preferred vendor, with specific requirements for Intercomp-compatible components and interchangeable equipment between existing Intercomp kits. The procurement includes substantial quantities: 3 AC100 RFX CPUs, 57 JW RFX Wireless Radio Modules, 36 JW50 Compression Canisters, multiple load cell adapters, along with 24 months of equipment familiarization training and 36 months of warranty coverage. All equipment must be delivered within 90 calendar days of order, with an expedited delivery requirement for 1 CPU and 20 radio modules by September 1, 2025. The primary place of performance is specified as Hamel, Minnesota, with final delivery to C-5 PSC Building 125 at Robins Air Force Base, Georgia.

Update #2 · Latest ·

The Contractor shall perform all tasks and duties as specified in the Statement of Work (SOW) for C-5M Super Galaxy. The purpose of the PWI Program is to permanently repair the wing forward beam lower spar caps at all PWI locations. Prior to conducting the structural repairs, 18-point jacking is required to zero-load the wing structures on one C-5 aircraft. The C-5 PDM does not currently have an operational Jack-Weigh system to complete the required tasks. This repair will be required for the entire C-5M fleet, which requires multiple systems and equipment. The contractor shall provide a full cost breakdown and separately priced high-fidelity quote and proposal to AFLCMC/WLS. This effort will be sole source to Intercomp, CAGE: SW667

This system must meet specific critical performance requirements and configuration for military aircraft.  Must have wireless capability and components interchangeable between Intercomp kits and components.  The following specific technical functions must be met:

a. Ability to store calibration at load cell with analog to digital conversion at the load cell.
b. Ability to assign and reassign ID and channel without the need to recalibrate.
c. Interchangeable load cells with radios, modules, and CPUs of same brand for cross functionality of components between sets to include currently owned load cells.
d. Ability to store load cell output in non-volatile memory whenever cells are zeroed.
e. Ability to display current weight when powering on when load cells are under load.
f. Hardened CPU that can display weight of up to 18 load cells. CPU must have the ability to communicate wirelessly, hardwired, and operate from AC and internal DC sources.
g. Radio modules must communicate with CPU from a range of 200 ft indoors and 300 ft line of sight powered from alkaline and rechargeable batteries.
