About this opportunity

The Department of the Air Force Global Strike Command is seeking a contractor to engineer, furnish, install, and test PVC or EMT conduit for a Secret Internet Protocol Router Network-capable (SIPRNet) Video Teleconferencing system in the Wing Conference Room at Malmstrom Air Force Base, Montana. The project involves installing conduit to support video, microphone, and speaker cabling within Building 500, with work to be completed in two phases due to SVTC equipment contractor scheduling constraints. The contractor must possess appropriate Montana electrician licensure as the primary technical qualification requirement. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection process, with proposals assessed on a pass/fail technical basis focused solely on electrician licensure, followed by price evaluation of the lowest three technically acceptable proposals. Critical dates include a mandatory site visit on June 27, 2025 at 9:00 AM MST, contractor questions due by July 1, 2025 at 2:00 PM MST, and final proposal submission deadline of July 11, 2025 at 2:00 PM local time.

This procurement is set aside exclusively for small businesses under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19,000,000 in annual receipts. The contract magnitude is less than $25,000 and will be awarded as a firm-fixed-price construction contract. The performance period is 90 calendar days, beginning 10 calendar days after notice to proceed, with work to be performed during normal operating hours (7:30 AM to 4:30 PM, Monday through Friday) excluding federal holidays. All work will be performed at Malmstrom Air Force Base in Montana, specifically within the Wing Conference Room of Building 500. Personnel accessing the base must have REAL ID-compliant identification, and all contractors must complete anti-terrorism awareness training before beginning work.
