About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is soliciting window treatments and installation services for Hampton VA Medical Center, with proposals due September 17, 2026 at 11:00 a.m. EDT. The procurement is a total small business set-aside.

Place of performance is Hampton, Virginia (100 Emancipation Drive, Hampton, VA 23667). The requirement covers delivery and installation of 41 manual roller shade units with Roller Spring CF200 and SoloMount 1.5 hardware, including custom arched fascia for 26 windows (24 with the same arch specification, 2 with smaller arches). Installation includes field measurements, custom arch solutions, project management, punch list visits, cleanup, and white glove delivery. Work must be completed within approximately 10 weeks of contract award. All provided dimensions are for quotation purposes only; the awardee will conduct field measurements of every opening before fabrication. Mounting preference is inside-mounted, with final determination post-award during site evaluation. Removal of existing window treatments, brackets, and accessories is required. Cordless shades are required (no operating wands) due to the behavioral health environment. Off-white fascia is required for each window. The NAICS code is 337920, Blind and Shade Manufacturing; PSC is 7230, Draperies, Awnings, and Shades.

This is a Firm Fixed Price contract. Award will be made to the lowest-priced offeror meeting technical acceptability based on bill of materials, labor appropriateness, project staffing plan, and project management plan. Quoters must submit complete technical proposals and separate pricing quotes with distinct labor and installation line items. Only new OEM items from authorized dealers are acceptable; gray market and counterfeit products are prohibited. Delivery is FOB Destination. Four amendments have been issued (effective September 14 and 16, 2026) addressing vendor questions, providing detailed window schedules, clarifying discrepancies between pricing schedules and the government-provided window schedule, and extending the deadline by one day.
