About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking window cleaning services for facilities at Fort Leavenworth, Kansas, through a pre-solicitation market research notice. The Government requires comprehensive semiannual cleaning of interior and exterior windows at two correctional facilities—the United States Disciplinary Barracks (USDB) and the Midwest Joint Regional Correctional Facility (MWJRCF)—to maintain professional standards free of dirt, smudges, and streaks. Key requirements include contractor provision of all equipment, supplies, transportation, materials, and supervision necessary to complete the work, with work restricted to weekday hours between 0800 and 1600 at these high-security facilities where contractor personnel must be escorted and tool inventory tracking is mandatory. This is a market research announcement rather than a formal request for proposals, and respondents will not be notified of evaluation results. Interested sources must submit responses on company letterhead in PDF format by April 29, 2026, and no reimbursement will be provided for costs associated with responding.

The procurement carries no small business set-aside designation and falls under NAICS code 561790 (Building Maintenance Services) with a $25.0 million size standard. The contract encompasses approximately 1,705 windows across two buildings—approximately 1,600 windows in Building 1140 (USDB) and approximately 105 windows in Building 1147 (MWJRCF)—with semiannual service cycles scheduled for March-April and September-October. The estimated cost per semiannual service ranges from $6,820 to $17,050, with pricing to be submitted separately for each service cycle. The Government will provide water and electricity, while all other resources must be supplied by the contractor. The performance period for the resulting Blanket Purchase Agreement will be five years from the award date, though the Statement of Objectives indicates an initial one-year contract period with two task orders for the semiannual cleaning cycles.
