About this file
This is a Statement of Objectives (SOO) for semiannual window cleaning services at two correctional facilities at Fort Leavenworth, Kansas. The scope encompasses approximately 1,705 windows across two buildings: Building 1140 at the United States Disciplinary Barracks (USDB) with approximately 1,600 windows and Building 1147 at the Midwest Joint Regional Correctional Facility (MWJRCF) with approximately 105 windows. Both interior and exterior window surfaces must be cleaned to professional standards, free of dirt, smudges, and streaks. The contract includes two task orders for semiannual cleaning cycles: Task 1 scheduled for March–April 2026 and Task 2 scheduled for September–October 2026. The total contract period is one year from the date of award.
Work is restricted to weekday hours between 0800 and 1600 at the high-security prison facilities, where all contractor personnel require escorts and detailed tool inventory tracking is mandatory. The Government will provide water and electricity; however, the contractor must furnish all equipment, supplies, transportation, and materials. The estimated cost per semiannual service ranges from $6,820 to $17,050, with pricing to be submitted for each CLIN (0001 for the first semiannual service and 0002 for the second semiannual service). The Government has requested an Independent Government Cost Estimate (IGCE). The Contracting Officer's Representative will be designated after award, and late delivery notifications with rationale and project impact assessments are required. Deliverables are considered accepted if no written notice of non-conformity is received within 10 business days of final delivery.
