The Naval Research Laboratory published a Special Notice announcing its intent to enter into a sole source contract renewal with John Wiley & Sons, Inc. for the Wiley Online Library Platform Subscription. Interested parties have 15 days to notify the contracting officer of any capability to fulfill the requirement. The contract renewal will provide NRL continued access to all current and backlisted journal articles and reports within the subscribed collections, along with quarterly title lists, usage reports, and customized reports upon request. An annual price list update is due by 1 September each year.

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with John Wiley & Sons, Inc. in accordance with FAR 6.302-1 for the award of Wiley Online Library Platform Subscription. This is the renewal of annual subscription to which John Wiley & Sons holds the copyright to the information. These are intellectual property rights which can only be provided by John Wiley & Sons.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
