The U.S. Army Corps of Engineers, St. Paul, Minnesota District has a requirement entitled: the Wild Rice River Structure. This work is part of the Fargo Moorhead Metro Area Flood Risk Management Project. The work site is near Fargo, ND (Cass County).
The work includes, but is not limited to all plant, labor, and materials to construct a gated water control structure, dam walls, a vehicle service bridge, stilling basin, pre-formed scour hole, approach apron, a slope protection slab and approach walls. The control structure contains two, forty foot wide tainter gates, a ten foot wide concrete pier between them and abutments on the east and west side of the dam. Full height dam embankments will be constructed to within approximately two hundred and sixty feet of the control structure. A combination of partial height dam embankment and dam walls will connect the control structure to the full height dam embankments. The dam wall footings will be at roughly the existing ground elevation. The abutments, stilling basin walls and upstream training walls of the control structure will retain embankment material up to the top of the dam wall footing elevation. There will be a one hundred and twenty-five foot long stilling basin with a dentated end sill and a twenty-foot deep pre-formed scour hole to dissipate energy. An eighty-five foot long concrete approach apron will be built on the up-river side of the structure. The project also includes a control building, access roads and approximately one thousand and nine hundred feet of engineered channel.
This phase of the Fargo Moorhead Metropolitan Area Flood Risk Management Project is being competed and awarded by USACE and is separate from other phases that are currently being constructed and will be constructed by other non-Federal entities such as the Flood Diversion Board of Authority and the City of Fargo.
The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a size standard of $39.5M.
The solicitation will be a Request for Proposal (RFP) using the Lowest Priced Technically Acceptable (LPTA) procurement method.
This procurement is unrestricted; issued using "full and open" competition.
The estimated magnitude of construction is between $25,000,000 and $100,000,000.
This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future. The specifications will be detailed in the solicitation once issued. The definitive RFP closing due date and time will be stated in the solicitation and any associated amendments that may be issued.
No CD's or hard copies will be available. Offerors are responsible for checking FBO for any update(s) to the Notice.
In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM).
