About this opportunity

U.S. Customs and Border Protection (CBP), a civilian agency within the Department of Homeland Security, has issued a Special Notice regarding a sole source procurement for sign manufacturing, installation, and relocation at the Wilcox/Douglas Highway 191 Checkpoint in Arizona. The agency intends to award a Firm Fixed Price contract directly to Quail Construction LLC for upgrading and installing new hinged signs that comply with Arizona Department of Transportation (AzDOT) permit requirements. This procurement is being conducted under the authority of FAR 13.106-1(b)(1)(i), which allows for a non-competitive solicitation under specific circumstances. The contract involves creating and installing various traffic and checkpoint signs, including stop signs, speed limit indicators, and enforcement zone signage. The procurement is classified under the Sign Manufacturing NAICS category (339950) and the Signs, Advertising Displays, and Identification Plates PSC category (9905).

The primary objective of this Special Notice is to provide transparency about CBP's intent to sole source the contract to Quail Construction LLC, while still offering an opportunity for other vendors to demonstrate their capabilities. Contractors who believe they can provide similar services are invited to submit their company's capabilities information via email to Christopher Shaw, the Contract Specialist, by Tuesday, May 27, 2025, at 10:00 am Pacific Daylight Time. Only email submissions sent to christopher.j.shaw@cbp.dhs.gov will be accepted, and the information submitted must fully support the company's ability to perform the required work. The contract will cover sign manufacturing and installation at the Willcox, AZ Highway 191 and Rucker Canyon Rd. Checkpoint, with a performance period of one month from the award date. While this is not a competitive quote request, the government will consider any submitted information solely for determining whether to conduct a competitive procurement, with the ultimate discretion remaining with the agency.
