About this file

This document is a Sole Source Determination form from U.S. Customs and Border Protection (CBP) for a procurement action related to tactical checkpoint signage on Arizona Highway 191. CBP requires upgrading and installing new hinged signs to comply with the Arizona Department of Transportation (AzDOT) approved permit. The sole source rationale is based on Quail Construction being the only contractor included on the existing permit after procuring the Traffic and Site Control Plan, which necessitates their selection for sign installation.

The procurement will be conducted as a firm fixed-price sole source award, with price reasonableness determined through market research, comparison with similar industry items, and comparison to the Independent Government Cost Estimate (IGCE). The solicitation number is 20150533, with a planned procurement date of 16 May 2025. Vendors who believe they can provide similar services are invited to submit capabilities information to the contracting specialist by 27 May 2025 at 10:00 am PDT, though the government retains discretion on whether to compete the procurement.
