About this opportunity

The Department of the Army Materiel Command Army Contracting Command seeks a contractor to perform comprehensive crack sealing and repair services for the Wiesbaden Army Airfield (WAAF) in Germany. The solicitation requires repairing and remarking asphalt surfaces across approximately 161,736 square meters, including Runway 07/25, multiple taxiways, and main apron areas. Contractors must demonstrate technical expertise in airfield surface maintenance, provide a detailed technical approach, and comply with UFC 3-260-01, UFC 3-260-4, and UFC 3-270-01 standards. The evaluation will be based on a lowest-priced technically acceptable methodology, considering the offeror's technical approach, relevant experience, and Supplier Performance Risk System ratings. A mandatory site visit is scheduled for March 6, 2025, at 10:00 hours, and quotes are due by April 15, 2025, at 2:00 PM.

The contract is an unrestricted competition under NAICS code 237310 for Highway, Street, and Bridge Construction, with no specific small business set-aside. The firm-fixed-price contract has a performance period from April 30, 2025, to October 31, 2025 (210 calendar days), with an expected completion timeframe of 30 calendar days after notice to proceed. Work will be performed at Clay Kaserne in Wiesbaden-Erbenheim, Germany, with contractors required to provide their own equipment, materials, and complete repairs using cold asphalt mix and bitumen emulsion. The solicitation offers a base contract with seven potential option items, and contractors must provide a three-year warranty on workmanship and materials. While specific award value is not explicitly stated, the comprehensive nature of the repairs and the extensive surface area suggest a significant contract opportunity for qualified contractors specializing in airfield infrastructure maintenance.
