The Bureau of Land Management Alaska State Office seeks improvements to the Wickersham trailhead near Fairbanks, Alaska, with offers due June 26, 2026. The procurement is a total small business set-aside under NAICS 237110 (size standard $45 million).

Place of performance is Milepost 28 Elliott Highway, approximately 39 miles north of Fairbanks. Work includes demolition of existing vault toilets, OHV ramp, and signage; construction of a new double vault toilet facility with 830-gallon steel tanks; resurfacing of parking areas with compacted aggregate; construction of a new OHV ramp with timber frame; trail surfacing using 4-inch compacted aggregate; and landscape restoration. Site demolition involves removal of approximately 1.14 acres of material. The contractor must provide temporary toilets before removing existing facilities and maintain them until new toilets are operational and approved by the Alaska Department of Environmental Conservation. The site may be closed to public use for up to 45 consecutive calendar days. Performance time is 121 calendar days, estimated start July 6, 2026, and completion by November 4, 2026.

Project magnitude is estimated between $250,000 and $500,000 as firm-fixed price. One hundred percent performance and payment bonds are required within 10 calendar days of award. Pricing must be submitted on a schedule of 14 lump-sum line items covering mobilization, construction schedule, testing, temporary traffic control, storm water pollution prevention, survey and staking, demolition, vault toilet, signage, clearing and grubbing, earthwork, site furnishings, plant salvage, and seeding. Buy American construction materials requirements apply. Prevailing wage rates per Alaska wage determination apply to all construction trades. Liability insurance minimum is $300,000 each person, $500,000 each occurrence, $300,000 property damage.
