Update #1 ·
This notice provides details of an upcoming project prior to advertisement of the solicitation package. The Natural Resources Conservation Service (NRCS) intends to solicit for award of a Firm Fixed Price (FFP) construction contract to enhance wetland functions and restore wetland hydrology on a Wetland Reserve Easement in Gibson County, Tennessee.
Wetland Reserve Easement hydrology restoration work will be constructed on fields 2, 4, and 6 on the northern portion and field 8 on the southern portion of the Jodi Barker WRP easement. The site is located 1.5 miles west of Humboldt in Gibson County, Tennessee. This construction work is intended to restore natural wetland hydrology to the site. This easement is perpetual. Once the site is restored back to a wetland, it will remain in that land use forever providing many benefits to wildlife, flood storage, and water quality.
The construction work in 2015 will involve 4 of the 16 fields within the easement. Work will only be conducted on the open fields north of Highway 152 and one field south of Highway 152. No work will be conducted in wooded fields. Some clearing of trees will be required along the levees that will be breached to allow floodwaters to access the fields. These trees will be placed strategically in the fields to help create habitat.
The estimated magnitude of construction is between $250,000 and $500,000.
The North American Industrial Classification Code (NAICS) applicable to this requirement is 237990, with a small business size standard of $36.5 million. This procurement will be set aside as a 100% small business set-aside.
Performance time is estimated to be 84 Calendar Days.
The Invitation For Bids (IFB) will be available in electronic format only and will be posted on the Federal Business Opportunities (FBO) website at http://www.fbo.gov on or about April 6, 2015 with a closing date of May 5, 2015.
IT IS THE SOLE RESPONSIBILITY OF THE OFEROR TO CHECK THE FBO WEBSITE FOR CHANGES.
Performance and Payment Bonds in the amount of 100% of the awarded bid will be required within 10 days after notice of award. A 20% Bid Guarantee/Bid Bond will be required with each submitted bid.
