About this opportunity
The United States Space Force, through the 21st Contracting Squadron, is soliciting proposals for wet and dry chemical fire suppression system inspection, testing, and maintenance services at Peterson Space Force Base in Colorado. The contractor must provide all personnel, transportation, tools, equipment, supervision, administration, chemicals, and parts necessary to perform semi-annual inspections and maintenance of fire suppression systems across approximately 30 buildings and facilities on the base. Key requirements include NICET Level II certification of key personnel, compliance with multiple federal standards including NFPA 17, NFPA 17A, NFPA 70, NFPA 72, NFPA 96, OSHA regulations, and Air Force Instruction 32-2001, as well as mandatory 12-year hydrostatic testing and detailed inspection reporting within 20 workdays. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, with technical acceptability as the primary evaluation factor (assessing work coordination processes and NICET certifications) followed by price evaluation of compliant quotes. The quote submission deadline is January 30, 2026, at 10:00 A.M. Mountain Time, with submission directed to Contracting Officer Stephen Carr (Stephen.carr.12@spaceforce.mil, 719-556-4999) and Contract Specialist 1st Lt Janiece Yow (janiece.yow.1@spaceforce.mil, 719-556-6560).
This procurement is a 100 percent small business set-aside under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a $12.5 million size standard. The contract will be awarded as a Firm Fixed Price purchase order to the responsible offeror with the lowest technically acceptable quotation, with no incumbent contractor identified in the solicitation documentation. The performance period consists of a base year running from February 17, 2026, through February 16, 2027, followed by four optional one-year renewal periods and a six-month extension period, for a potential total contract duration of five years and six months. Services will be performed at Peterson Space Force Base in Colorado Springs, Colorado, and Cheyenne Mountain Space Force Station, with work conducted during normal duty hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, with potential after-hours and weekend work as required. All offerors must maintain active SAM.gov registration and a CAGE code, be registered in Wide Area Work Flow for payment processing, and complete FAR 52.212-3 representations and certifications through SAM.gov.
