EVALUATION

1. The Government intends to award a FFP contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose lowest priced quote conforms to the solicitation and is determined to be technically acceptable. Quotes that receive an unacceptable rating for technical acceptability will not be considered for award.

Quotes that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.

2. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.

3. Compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors:

Factor 1 : Technical Acceptability :

- Acceptability of this factor is based on an Offeror describing an adequate approach to addressing the below elements of the PWS. The submission shall document the Offeror’s processes and capabilities to demonstrate an understanding of the requirement and not just restate the PWS. This factor assesses the Offeror's technical approach to meeting the requirements outlined in the Performance Work Statement (PWS). Offerors shall demonstrate a clear understanding of the requirements and present a technically acceptable approach. Simply restating the PWS is not sufficient. The following requirements shall be addressed:

• Subfactor 1: Work Coordination: Clearly and comprehensively describe your process for responding to fire alarm services and the ability to follow, at the minimum, the requirements identified in PWS Sections I. This section should not simply reiterate the PWS requirements but provide an approach to accomplishing or meeting these requirements. This description shall include:

• Hardware Support Tasks

• Software Support Tasks

• System Performance Reviews

• Processes for documenting and tracking

• Subfactor 2: The Offeror shall provide the following:

• Documentation of Certifications: Provide verifiable documentation (e.g., copies of certifications, access to online verification portals) demonstrating that proposed key personnel possess current certifications.

• Edwards Fire Alarm EST 3 and 4 certifications

• Edwards Fireworks standalone certificate

• NICET Level II certificate

• Subfactor 3: Detailed 6-month Certification Plan: strategy to acquire and maintain the other mandatory certifications:

• Acquiring Edwards Fireworks server based certificate

• VESDA accreditation certification

• IAT Level II or higher certifications in accordance with DoD 8570.01-M.

- The following table shall be used for the evaluation of Factor 1:

Adjectival Rating Description Acceptable Quote meets the requirements of the solicitation.

Unacceptable Quote does not meet the requirements of the solicitation.

• Factor 2 : Price :

- Offerors shall complete the Wet/Dry Suppression CLIN Pricing Sheet (Attachment 3) in its entirety. The pricing sheet displays a detailed breakdown of the CLIN structure.

- The quoted price for the base period, option periods and six-month extension period will be used to determine whether the Total Evaluated Price (TEP) is fair and reasonable IAW FAR 13.106-3. Pricing for technically unacceptable quotes will not be evaluated. IAW FAR 52.217-8, pricing for the six-month extension period shall use option year four (4) pricing as a placeholder, however, should FAR 52.217-8 be enacted at an earlier period, both the executed and funded amount shall reflect the most recent year pricing.

AWARD PROCESS

1) The Government will first review all quotes for compliance then order them from Lowest TEP to Highest TEP. All compliant quotes will then be evaluated for Factor 1, Technical Acceptability, on acceptable/unacceptable basis. Quotes that are technically unacceptable are un-awardable. The Government will continue the evaluation process until all quotes have been evaluated.

2) Then, the lowest priced quote deemed technically acceptable, will be evaluated for Factor 2, Price, IAW FAR 13.106. If the price is determined to be both fair and reasonable, the award will be made to that Offeror without further consideration to any other Offerors.

3) Provision at FAR 52.212-2, Evaluation-Commercial Items (Nov 2021) is NOT used in this solicitation as the evaluation procedures are outlined in this document.

4) The Offeror shall complete FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (DEVIATION 2025-O0003 and 2025-O0004) (Oct 2025). The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the SAM accessed through https://www.sam.gov.

5) FAR clauses 52.212-4, Contract Terms and Conditions – Commercial Items (Nov 2025), and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services. (DEVIATION 2025-O0003 and 2025-O0004) (Mar 2025), apply to this solicitation. All provisions and clauses are listed in Attachment 2 of this RFQ. Additionally, all clauses and provisions may be found in full text at the following site: https://www.acquisition.gov/.

6) Offerors must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://piee.eb.mil/ to complete your registration.
