About this opportunity

The Defense Logistics Agency (DLA) Energy is soliciting proposals for the procurement of intermodal container transportation, loading/offloading/cleaning, container and chassis maintenance and inspection, and storage services for Department of Defense-leased bulk fuel containers with chassis in the West Coast region. The solicitation (SPE602-25-R-0709) requires contractors to demonstrate technical capability in ISO tank container operations, past performance on similar government and non-government contracts, and competitive pricing for firm-fixed-price services. Evaluation will be based on three primary criteria: technical capability (including area of consideration, ISO tank requirements, government-furnished equipment, and performance objectives), past performance, and price. Key deadlines include the final proposal submission deadline of September 26, 2025, at 10:00 AM Eastern Standard Time, with offers to be submitted electronically to BulkFuelsBidCustodian@dla.mil. Prospective offerors must include comprehensive pricing for the base year through July 31, 2026, plus four one-year option periods through July 31, 2030, along with past performance experience forms and a completed Past Performance Questionnaire.

This solicitation is unrestricted with an EDWOSB (Economically Disadvantaged Women-Owned Small Business) set-aside, classified under NAICS code 484230 with a small business size standard of $34 million in annual receipts. Six contractors submitted proposals, with total five-year contract values ranging from $1,924,700 (Kactus Logistics LLC, the lowest bid) to $39,794,389.49 (Gee-O-Transpo LLC), demonstrating significant variation in pricing approaches. The contract requires storage capacity for up to 30 containers with chassis and encompasses service areas in Oregon, Washington, and California, including Seattle and Los Angeles loading points with discharge locations at Los Angeles, Long Beach, and Seattle ports. Estimated quantities include 150 intermodal container transportations, 60 container loading/offloading/cleaning services, 20 container/chassis maintenance actions, 40 container/chassis inspections, and 2,955 container storage actions in the Seattle area annually, with proportionally lower quantities in the Los Angeles area. The contractor must obtain Transportation Worker Identification Credentials for port access, maintain a Quality Control Plan in accordance with military standards, provide cargo, liability, and environmental insurance, and assume responsibility for all equipment maintenance, positioning, and operation throughout the five-year performance period plus a 30-day carryover period.
