About this opportunity
Naval Facilities Engineering Command seeks rehabilitation and pump replacement for Well #11 at Building 1530, STAG4F at MCAS Cherry Point, North Carolina, with proposals due September 9, 2026. This procurement is restricted to seven pre-qualified General MACC contractors: Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates Construction Inc., Military & Federal Construction Co., P&S Construction, and Syncon LLC. The set-aside is Total Small Business.
Place of performance is MCAS Cherry Point, NC 28533. Work must be completed within 240 calendar days after award. The estimated cost range is $100,000 to $250,000, with award based on lowest price.
The scope spans five sequential phases: pump retrieval with televising; acid treatment and mechanical cleaning; hypochlorite treatment with chemical injection; installation of new equipment to a 100-foot pump column depth, including a 500 GPM @ 112 TDH pump with cast iron bowls and bronze bearings, 20 HP WPI motor, 6-inch 304 stainless steel cone strainer, and 416 stainless steel shafting; and system startup with bacteriological water sampling and final documentation. The existing well has a total pump column depth of 110 feet (75-foot pump shaft, 35-foot column).
Bond requirements vary by proposal amount: none for proposals $35,000 or less; payment bond only for proposals exceeding $35,000 but not exceeding $150,000; and bid, payment, and performance bonds for proposals exceeding $150,000. The contract is subject to Davis-Bacon prevailing wage requirements for Craven, Jones, and Pamlico counties in North Carolina. A mandatory site visit occurred August 25, 2026. Amendment 0001, effective September 1, confirmed that the only available well documentation shows the existing pump column configuration. Pre-award RFI submissions were due September 2.
