About this opportunity
The U.S. Army Corps of Engineers Albuquerque District is soliciting proposals for weather station upgrades at six dam locations across New Mexico and Southern Colorado, including Abiquiu Lake Dam, Cochiti Lake Dam, Conchas Lake Dam, John Martin Lake Dam, Santa Rosa Lake Dam, and Trinidad Lake Dam. The contractor must supply, install, program, and configure updated meteorological monitoring system equipment including new weather sensor suites to measure temperature, precipitation, wind speed, direction, and solar radiation, with data transmitted via GOES satellite to the National Weather Service. The project also requires installation of evaporative gauges with automatic refill systems to enhance flood risk management capabilities, improve hydrological modeling accuracy, and support reservoir operations and dam safety decisions. The government will award a firm fixed-price contract using Simplified Acquisition Procedures and will evaluate offers based on the lowest acceptable price from responsible offerors. Proposals are due September 18, 2025, at 5:00 PM local time and must be submitted via email to the designated contracting officer.
This solicitation is set aside as a 100% Total Small Business opportunity, with amendments indicating it was initially designated for Women-Owned Small Businesses before being opened to all small businesses. No specific incumbent contractors or budget ranges are mentioned in the available documentation, though the project utilizes Simplified Acquisition Procedures which typically apply to acquisitions under $250,000. The contract performance period is 180 days from the Notice to Proceed according to the most recent amendment, upgrading from an initial 90-day timeline, and contractors must complete all aspects of installation including site preparation, equipment mounting, electrical connections, data configuration, system testing, and documentation. The place of performance is listed as Albuquerque, New Mexico, though the actual work sites are distributed across the six dam locations in New Mexico and Southern Colorado. Contractors must comply with USACE and Department of Defense cybersecurity protocols, OSHA safety standards, and maintain SAM registration prior to contract award.

Weather Station Upgrade:
- Abiquiu Lake Dam, New Mexico
- Cochiti Lake Dam, New Mexico
- Conchas Lake Dam, New Mexico
- John Martin Lake Dam, Colorado
- Santa Rosa Lake Dam, New Mexico
- Trinidad Lake Dam, Colorado
In accordance with these specifications the Contractor must supply all plant, labor, materials, appurtenances, equipment, shop facilities, supervision, tools, staging, and any other items necessary to procurement, installation, programming, and configuration of updated meteorological monitoring system equipment. The system will consist of a new weather sensor suite measuring key parameters including, but not limited to, temperature, precipitation, wind speed and direction, and solar radiation. Data will be collected by a satellite linked data logger and transmitted via a GOES satellite antenna to the National Weather Service (NWS) in accordance with established data submission standards. Additionally, a new evaporative gauge with an automatic refill system will be installed to provide accurate measurements of evaporation rates. This system upgrade is critical for enhancing flood risk management capabilities, improving the accuracy of hydrological modeling, and supporting informed decision-making regarding reservoir operations and dam safety. The contractor will be responsible for all aspects of the installation, including site preparation, equipment mounting, electrical connections, data configuration, system testing, and documentation, ensuring full compliance with USACE and NWS regulations and cybersecurity protocols. The Contractor must verify all existing conditions, dimensions, and quantities prior to start of work.
Current weather monitoring infrastructure is aging and has limited measurement capability. These accuracy improvements will enhance assessment of hydrologic conditions and improve prediction and response to extreme weather events. This project addresses this need by upgrading and expanding the existing weather station network, ensuring consistent, high-quality data transmission to the NWS via GOES satellite, and providing critical input for improved hydrologic modeling, ultimately bolstering the USACE’s ability to fulfill its mission through cooperative efforts with the NWS.
***Please remember to sign (aknowledge) each amendment and include in submission of quote.***
