About this file
This document is a Request for Information (RFI) for a U.S. Army Corps of Engineers (USACE) project involving weather station equipment upgrades at multiple dam sites in New Mexico and Colorado. The RFI seeks clarification on various project parameters, including budget range, performance period, site access, existing systems, technical compliance, environmental requirements, and equipment manufacturer specifications. Key details include a 90-day performance window from Notice to Proceed, site-specific coordination requirements with Operations Project Managers and Lake Managers, and a goal of standardizing weather monitoring equipment across dam sites.
The project will utilize Simplified Acquisition Procedures and does not require performance/payment bonds. Cybersecurity requirements include compliance with Department of Defense and Army cybersecurity guidelines. Contractors are expected to return sites to existing conditions, manage erosion according to industry standards, and ensure equipment meets specified functionality and data quality requirements. The government is open to instrumentation packages from various manufacturers and does not intend to limit competition to specific brands like OTT/Lufft/Sutron.

RFI’s
1. Estimated magnitude or budget range – If available, a planning range would help us align equipment selection, mobilization, and calibration costs with the project’s ceiling.
This requirement is in accordance with FAR part 13, utilizing Simplified Acquisition Procedures (Under Simplified Acquisition Threshold (SAT)).
2. Bonding and insurance – Please confirm whether performance/payment bonds are required. If not, kindly confirm the minimum insurance coverage expected (per FAR 52.228-5).
Bonds nor insurance are required as it is not expected to exceed the SAT.
However, there is a warranty requirement as per 1.18 of the SOW.
3. Period of performance – The SOW references a 90-day performance window from NTP. Given winter conditions at several of the dam sites, would the Government consider a schedule adjustment or phased completions if justified?
See Amendment 0001
4. Site conditions and access – Are any site drawings, photos, or as-builts available? Information on access constraints, security/escort requirements, staging areas, or utility availability would be helpful for planning.
Coordinated access and staging are site specific requirements. Coordination with each site relevant Operations Project Manager and Lake Manager for the sites is recommended. These points of contact are provided within the Statement of Work in Part 1 and listed in Paragraph 1.2 with the process covered in the paragraph 1.8. Recommend coordinating site visits to become acquainted with existing site conditions and equipment.
5. Existing systems – If available, please provide current equipment makes/models, GOES DCP assignments, and antenna types at each site to assist in integration planning.
Existing systems are not standardized. Standardization is the goal of this Statement of work. Recommend site visits to become acquainted with existing site conditions and equipment. Site locations identified in paragraph
1.4 of the Statement of Work.
Coordination of GOES access for contractor will be executed via the Project Manager and/or Government Representative in coordination with our Water Management Office.
Antenna installation and weather monitoring and reporting is required and listed within this Statement of Work under the specific work items portion;
existing antenna are not relevant to the new equipment.
6. Technical compliance specifics – Please confirm acceptable calibration certification standards (e.g., ISO/IEC 17025) and whether any additional cybersecurity documentation or controls are required beyond what is noted in the SOW.
See Amendment 0001.
Calibration to match manufacturer standards, example: IEC 61724-1.

7. Environmental and restoration requirements – Any site-specific seed mix preferences, erosion control standards, or local permitting requirements expected of the contractor would be useful.
The site is to be returned to existing conditions prior to start of work.
Contractor is recommended to assess the site prior to work start and required to repair any damages caused in the execution of work.
Apply work related erosion management as required by industry standards of practice. Refer to Clean Water Act, National Pollutant Discharge Elimination System, EPA Stormwater Construction General Permit requirements, and the related state and local regulations for each site.
8. Prior integrators: Could you share the names and contacts for firms that previously installed or serviced USACE weather station equipment at the following dam sites:
Abiquiu NM
Cochiti NM
Conchas NM
John Martin CO
Santa Rosa NM
Trinidad CO
Information not available.
9. Existing information: Do you have any site photos, as-builts, mounting details, power and communications notes, or access constraints that can be released now to support accurate pricing and crew planning?
See response to #4
10. Could you please confirm whether USACE will accept instrumentation packages from any qualified manufacturer that meets or exceeds the performance requirements in the Scope of Work (e.g., Campbell Scientific), or if the Government intends for this procurement to be based specifically on OTT/Lufft/Sutron equipment?
The Government does not intend to limit competition by specifying particular manufacturers. Our focus is on achieving the required functionality and data quality as defined in specifications within the SOW. However, please also refer to DFARS 252.225- 7001.
