About this file

This is an Amendment (Amendment 0001) to a federal contract for a Weather Station Upgrade project for the U.S. Army Corps of Engineers (USACE). The project involves upgrading meteorological monitoring systems at six dam locations across New Mexico and Colorado: Abiquiu Lake Dam, Cochiti Lake Dam, Conchas Lake Dam, John Martin Lake Dam, Santa Rosa Lake Dam, and Trinidad Lake Dam.

The upgrade includes installing new weather sensor suites to measure temperature, precipitation, wind speed/direction, and solar radiation, with data transmitted via GOES satellite to the National Weather Service. Key requirements include a compact, bird-proof, all-in-one weather sensor with specific performance parameters, a satellite data logger capable of supporting 32 measurements, an RF antenna, an analog evaporative gauge with automatic refill, and a new automated tipping bucket rain gauge. The contract specifies strict compliance with USACE, DoD, and OSHA safety and cybersecurity regulations. The contract duration is 180 days from the Notice to Proceed, with the contractor responsible for equipment installation, site preparation, testing, and documentation.

STATEMENT OF WORK

PART 1 – GENERAL REQUIREMENTS

1.1 SCOPE OF WORK. In accordance with these specifications the Contractor must supply all plant, labor, materials, appurtenances, equipment, shop facilities, supervision, tools, staging, and any other items necessary to procurement, installation, programming, and configuration of updated meteorological monitoring system equipment. The system will consist of a new weather sensor suite measuring key parameters including, but not limited to, temperature, precipitation, wind speed and direction, and solar radiation. Data will be collected by a satellite linked data logger and transmitted via a GOES satellite antenna to the National Weather Service (NWS) in accordance with established data submission standards. Additionally, a new evaporative gauge with an automatic refill system will be installed to provide accurate measurements of evaporation rates. This system upgrade is critical for enhancing flood risk management capabilities, improving the accuracy of hydrological modeling, and supporting informed decision-making regarding reservoir operations and dam safety. The contractor will be responsible for all aspects of the installation, including site preparation, equipment mounting, electrical connections, data configuration, system testing, and documentation, ensuring full compliance with USACE and NWS regulations and cybersecurity protocols. The Contractor must verify all existing conditions, dimensions, and quantities prior to start of work.

Current weather monitoring infrastructure is aging and has limited measurement capability. These accuracy improvements will enhance assessment of hydrologic conditions and improve prediction and response to extreme weather events. This project addresses this need by upgrading and expanding the existing weather station network, ensuring consistent, high-quality data transmission to the NWS via GOES satellite, and providing critical input for improved hydrologic modeling, ultimately bolstering the USACE’s ability to fulfill its mission through cooperative efforts with the NWS.

Accurate and reliable weather data is fundamental to effective flood forecasting, reservoir regulation, and informed decision-making, as outlined in USACE guidance.

The National Weather Service (NWS) relies on a comprehensive network of meteorological observations, including data from dam reservoirs, for correct precipitation estimates and flow predictions NWS Hydrologic Information Center (HIC) guidance.

All components must comply the standards listed below and all other applicable Federal, State and Local codes and standards governing the installation, repair, and maintenance of weather monitoring systems.

Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

1.9.4 Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
