About this opportunity

Los Angeles Air Force Base is soliciting for a Weapons Storage System (Weapon Tracker software implementation) at Fort MacArthur, with proposals due September 7, 2026 at 1:00 PM PST and questions due August 28, 2026 at 10:00 AM PST. This procurement is 100% set-aside for small business concerns under NAICS 541519 (Other Computer Related Services), with a small business size standard of 150 employees.

Place of performance is Los Angeles Air Force Base, El Segundo, California (483 N. Aviation Boulevard) and Fort MacArthur Annex in San Pedro. The contract is structured as a firm-fixed-price procurement issued under FAR part 12 (commercial items and services), using Request for Quote procedures. The contracting officer is SSgt Victor Mendoza (victor.mendoza.4@spaceforce.mil, 310-653-5651).

The procurement comprises four base contract line items and four option years: procurement and delivery of products and components within 30 days (CLIN 0001); installation and testing within 30 days (CLIN 0002); training within 30 days (CLIN 0003); and base-year service agreement for one year commencing upon system acceptance (CLIN 0004), with option years 1–4 providing annual maintenance agreements. All deliverables ship to DoDAAC F2T6AA at 61 SFS, with delivery requested by September 14, 2026 for base CLINs and estimated September 15, 2026 for CLIN 0004 and options.

The procurement is brand-name specific; no "or equal" alternatives are permitted. The system operates as standalone with zero government network connectivity, eliminating cybersecurity authorization (ATO, CMMC) requirements. All contractor personnel performing on-base work for 31 or more consecutive days must pass criminal background history checks prior to unescorted access. Service Contract Act wage determination 15-5613 (Los Angeles County) applies, with hazard pay differentials of 4–8 percent for ordnance and explosives work.

Evaluation weighs technical approach (pass/fail: vendor capability to perform Statement of Work tasks and relevant credentials, maximum three pages) and price (lowest-priced technically acceptable offer). Award is anticipated without discussions. The Government intends to evaluate all option prices for award purposes. Payments will be processed through Wide Area Workflow (WAWF) using invoice and receiving report document types.
