About this file

This is a Sole Source (Including Brand Name) Justification document for Simplified Procedures for Certain Commercial Items submitted by the U.S. Air Force.

The contracting activity is Operational Contracting (FA2816) at SSC/AC PKO in El Segundo, California, under Purchase Request/Local ID Number FA2816. The acquisition supports the Weapons Storage System Maintenance Support program at Fort MacArthur and is classified as Other Contracting under AFFARS 5313.501 authority. The estimated contract cost falls within the >$AT and ≤$750K funding level. The justification is for an Individual (not Class) sole source award to Vital Vault for a firm-fixed-price service contract with delivery beginning September 15, 2026.

The contractor must execute four primary phases: Procurement (CLIN 0001) requiring submission of an Installation Plan within 10 calendar days of award and delivery of software licenses, RFID/Barcode scanning hardware, mobile tracking stations, and physical tags within 60 days; Installation and Testing (CLIN 0002) requiring configuration and testing per Weapon Tracker User Guide V05; Training (CLIN 0003) requiring at least one hands-on training session for minimum two Government personnel; and Service Agreement (CLIN 0004) providing one-year annual maintenance and support, with option years in CLIN X004 Series. The justification cites RFO 6.103-1(c)(2) as statutory authority, asserting that using a different weapon tracking system would create substantial duplication costs through employee training expenses and recurring training recurring costs, plus administrative errors and potential loss of weapon tracking data during system migration. Market research identified limited vendors capable of providing compatible systems, with Vital Vault identified as the proprietary system currently in use across the base.

I. Contracting Activity.

Operational Contracting (FA2816)

SSC/AC PKO

483 N. Aviation Blvd El Segundo, CA 90245

II. Nature and/or description of the action being processed.

A firm-fixed-price service contract will be established. The delivery of CLINs 0001 - 0003 will begin 09/15/2026 and the one year service component will have an estimated base year PoP of .

III. Description of supplies/services required to meet agency needs.

Under this Statement of Work, the Contractor must furnish and execute four primary phases of support to meet the agency's operational needs. First, under the Procurement (CLIN 0001) phase, the Contractor is required to submit a comprehensive Installation Plan within 10 calendar days of contract award and deliver all software licenses, RFID/ Barcode scanning hardware, mobile tracking stations, and physical tags listed in the Bid Schedule to LAAFB within 60 calendar days of award. Next, the Installation and Testing (CLIN 0002) phase mandates that all delivered components be physically configured and tested to verify they function in strict accordance with the Weapon Tracker User Guide V05. Following successful setup, the Contractor must execute the Training (CLIN 0003) phase by conducting at least one hands-on training session for a minimum of two Government personnel, ensuring they can demonstrate unassisted proficiency with the system. Finally, the Service Agreement (CLIN 0004) phase requires the Contractor to provide a one-year annual service plan to guarantee the ongoing upkeep, reliability, and support of the installed infrastructure. CLIN X004 Series will be for the option years of the annual service plan.

IV. Statutory authority permitting other than full and open competition.

RFO 6.103-1(c)(2) would be the most appropriate as it states

(c) Supplies and services may be deemed as available from only one source under this authority under the following circumstances—

(2) When awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in—

(i) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or

(ii) Unacceptable delays in fulfilling the agency's requirements.

In this acquisition, a substantial duplication of cost to the Government would happen if we decided to not use the same brand name weapon tracking system. The system for our current weapon storage system is from Vital Vault. If we were to acquire a different weapon tracking system, then it would cause the following duplication of costs;

Initial Trng Cost Est employees X hrs X =

Recurring Trng Cost Est (

System 1 System 2 Total Annually
