About this file
This is a Questions and Answers document addressing clarifications to Solicitation FA281626Q0010 for a Weapons Storage System at Fort MacArthur. The document provides 12 detailed responses to vendor inquiries regarding system implementation, procurement responsibilities, hardware requirements, and operational scope.
Key Clarifications and Requirements:
The Government confirmed that no automated weapons and ammunition tracking system currently exists at Fort MacArthur, making this a new implementation. The contractor must furnish all equipment, software, licensing, and delivery costs within a Firm-Fixed-Price proposal, with no Government-Furnished Equipment provided. The system will operate as a standalone installation with zero connectivity to government networks, eliminating cybersecurity authorization requirements such as ATO or CMMC compliance. The solicitation is brand-name specific requiring the same brand system identified in Attachment 1 (Weapon Tracker), with no "or equal" alternatives permitted; the OEM authorization letter requirement depends on the specific manufacturer. The project timeline is flexible, with vendors able to propose a "to-be-determined" schedule rather than adhering to a strict 30-day execution window. Training requirements consist of a minimum one hands-on session for at least two Government personnel within a 4-day implementation window covering installation, system testing, training, and IT handoff. The system operates on two computers (Desktop and Laptop) configured as "Server" and "Client." Maintenance and support may be delivered through the OEM's standard maintenance agreement administered by the prime contractor. The acquisition includes a base year plus four option years for System Maintenance and Support. Barcode tag requirements total 30 tags organized as 10 sets of 3. Installation will occur at Fort MacArthur Annex in San Pedro, while the primary administrative location is listed as Los Angeles AFB, El Segundo.

Question Set 1
· QUESTION 1: Baseline Environment Assumption
· Context: The solicitation documents outline a comprehensive end-to-end framework, including hardware tags, dual-server installations, and custom Common Access Card (CAC) integration modules.
· Inquiry: Our engineering team understands that there is currently no automated electronic weapons and ammunition check-in/check-out tracking system installed at the Fort MacArthur armory, and that this procurement represents a new system implementation. Is this assumption correct?
· Response: That assumption is correct, there is no tracking system currently installed in Fort MacArthur.
· QUESTION 2: COTS Software Procurement and Licensing Responsibility
· Context: Performance Work Statement (PWS) parameters mandate an unlimited user software license capable of running a dual-server configuration matching the Weapon Tracker User Guide V05.
· Inquiry: Will the Contracting Officer or the Government be responsible for directly purchasing the approved, selected Commercial Off-the-Shelf (COTS) software package, or is the bidding contractor required to include the software procurement, delivery, and licensing costs within their Firm-Fixed-Price (FFP) line item proposal?
· Response: Interested vendors will oversee purchasing all required items to support the PWS to include, but not limited to, software, delivery and licensing costs.
· QUESTION 3: Government Furnished Equipment (GFE) Core Network Access
· Context: Section 3.0 of the technical specifications notes that the network architecture must traverse local routing profiles under the installation's Integrated Defense Plan.
· Inquiry: Will the primary and secondary host servers be provided as Government Furnished Equipment (GFE) with pre-configured operating systems, or must the contractor furnish the underlying physical server hardware blades to the base armory?
· Response: Contractor must furnish all equipment necessary for the system to operate.
· QUESTION 4: Rapid 30-Day Execution Schedule
· Context: It appears the timeline schedule for the contractor to identify, rationalize and recommend the best of breed COTS for this effort, install COTS, complete the data migration and validation, test, and train users is a strict 30-day base project timeline.
· Inquiry: Is this assumption correct? Or is a to-be-determined total project schedule which we would estimate to deliver a quality product and all statement-of-work services acceptable?
· Response: A “to-be-determined” total project schedule is acceptable.
Question Set 2
PRODUCT SPECIFICATION AND COMPETITION
1. Appendix A appears to describe a specific commercial product. Is this requirement being issued on a brand-name basis? If so, will the Government make the brand-name justification available?
This will be a brand name basis and the justification will be posted.
2. If the requirement is brand-name or equal, will the Government publish the salient characteristics so that alternative systems meeting the functional requirements may be proposed?
There will be no “or equal”, this must be the same brand.
3. Will the Government identify the original equipment manufacturer of the referenced Weapon Tracker system, and confirm whether an OEM authorization letter is required for award?
Attachment 1 has the weapon tracker system that will be used.
EXISTING LICENSES AND APPLICATION SUPPORT
4. Does the Government currently hold licenses for this system? If so, do the Appendix A line items represent new licenses, an expansion of existing licenses, or renewal?
New licenses will be needed as this will be a standalone project.
5. Regarding CLIN 0004: for a proprietary commercial application, maintenance and support are ordinarily performed by the manufacturer, who holds the source code. Will the Government accept a quotation in which the annual service plan is delivered through the OEM's standard maintenance agreement and administered by the prime contractor?
Yes
6. If the Government instead expects the awardee to perform application-level support directly, will source code, a maintenance license, or equivalent development rights be furnished?
Nothing will be furnished by the Government; it’s up to the vendor to obtain all of this.
SCOPE CLARIFICATIONS
7. Place of performance: the SOW identifies Los Angeles AFB, El Segundo. We have separately seen this requirement referenced to Fort MacArthur, San Pedro. Please confirm the installation site.
The requirement is for Los Angeles AFB, but the installation will be done in the Annex of Fort MacArthur, San Pedro.
8. Service duration: paragraph 1.5.1 specifies one annual service plan consisting of one year, while Appendix A line 7 lists System Maintenance and Support (1 year) at a quantity of five. Please confirm whether the requirement is a single base year or a base year plus four option years.
It will be for base and four option years. The base period start date will be adjusted to match the actual start date. The current start date is a place holder.
9. Training: paragraph 1.4.1 requires a minimum of one hands-on session for at least two Government personnel, while Appendix A line 6 specifies four days of onsite training for users and IT staff. Please confirm the required level of effort.
The training requirement is for minimum one hands-on session for at least two government personnel. The Appexdix A line 6 item is identifying 4 days for implementation & training (e.g. Day 1 – Install, Day 2, Sys Test, Day 3 – Training, Day 4 – IT & Support Hand off)
10. Server hardware: Appendix A line 1 licenses the database and application across two servers. Section 2 does not identify servers or network connectivity as Government-furnished property. Please confirm whether server hardware and network resources are Government-furnished or contractor-furnished.
Our current system is operated on 2 computers (Desktop & Laptop) and they are classified as “Server” and “Client”. Both computers have the capability of running the system with one as the “main”. This would be the setup described in Appendix A Line 1.
11. Cybersecurity: Please confirm whether the system will operate standalone, on an isolated enclave, or connected to a Government network, and whether RMF authorization, an ATO, DoD PKI/CAC integration, or CMMC compliance apply. If an ATO is required, please confirm which party is responsible and the anticipated timeline.
This system will be a standalone system. Zero connectivity to government networks.
12. Appendix A line 11 reads "Barcode Tags - 10 sets of 3" at a quantity of 30. Please confirm the total tag quantity required.
We require 10 sets of 3 barcodes each. (e.g. xx1, xx1, xx1, xx2, xx2, xx2, etc)
