About this opportunity
The Bureau of Engraving and Printing (BEP), a division of the Department of the Treasury, is soliciting offers for the manufacture and delivery of 250 Stack and Rack Carts designed for use in the currency production process. These finished carts will be used to hold currency sheets for a minimum of 72 hours of drying time following the Offset and Intaglio print phases, and must be fabricated according to detailed engineering specifications provided in the solicitation documents. Key requirements include manufacturing carts from 1018 cold-rolled steel with powder coating in gloss black per military specification MIL-PRF-24712B, accommodating approximately 1,500 pounds of load, and achieving 100% compliance with welding column placement, paint adherence, and maintaining a 36-inch column width. The evaluation will use a Lowest Price Technically Acceptable (LPTA) source selection method, with technical acceptability based on the offeror's understanding of the Statement of Work and demonstrated past performance. The original deadline for questions was January 12, 2026, at 12:00 PM Central Time, and the deadline for quote submission is February 2, 2026, at 2:00 PM Central Time, with an amendment issued on January 15, 2026, extending the original quote due date and providing additional technical documentation and responses to submitted questions.
This procurement is designated as a 100% small business set-aside under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing), with a small business size standard of 750 employees. The contract will be awarded on a firm fixed-price basis with payment due upon product acceptance, which includes a 90-day problem-free utilization period. The delivery schedule is staggered, with two prototype carts required within 60 days of contract award for a two-week testing period, followed by delivery of the remaining 248 carts on a schedule that accounts for federal holidays and the BEP's year-end shutdown from December 25 to January 1. All carts must be delivered to the Western Currency Facility located in Fort Worth, Texas (Blue Mound, TX 76131), with vendors required to schedule deliveries at least 24 hours in advance and adhere to specific receiving hours. The government will conduct inspections of all delivered equipment, with any non-conforming carts returned to the contractor at their expense, and the contractor must provide warranty coverage and a point of contact for warranty issues.
