About this opportunity

The Department of the Treasury Bureau of Engraving and Printing is soliciting bids for the fabrication and delivery of plastic trays used in the currency printing and drying process. The procurement seeks 1,000 middle plastic trays and 250 bottom trays, each fabricated from high-density or linear low-density polyethylene and manufactured to exacting specifications outlined in technical engineering drawings. Contractors must demonstrate capability to produce trays meeting precise dimensional requirements, weight limits (18 pounds for upper trays and 20 pounds for bottom trays), and structural specifications capable of supporting 320-pound static loads with minimal deflection. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) source selection method, with price serving as the most important evaluation factor; offerors must submit technical and past performance proposals demonstrating fabrication capability. Proposals are due by February 3, 2026, with an initial delivery requirement of three upper and three bottom trays within 90 days of contract award for testing purposes, followed by full production deliveries.

This solicitation is set aside as a total small business procurement under NAICS code 326199 (All Other Plastics Product Manufacturing) and is designated for women-owned small businesses (WOSB). The trays must be delivered to the Western Currency Facility in Fort Worth, Texas, with all deliveries subject to federal holiday and year-end shutdown restrictions. The contractor must provide a comprehensive one-year warranty covering parts, labor, and shipping, with replacement of defective trays required within two weeks of notification. No specific award value or budget range is disclosed in the solicitation documents. The Statement of Work establishes that technical deviations from the specified drawings require prior written approval from the Contracting Officer, and vendor performance will be evaluated through random sampling and customer complaint tracking, with final acceptance contingent upon 90 days of problem-free use.
