About this file
This Statement of Work (SOW) details the Bureau of Engraving and Printing's (BEP) requirement for fabricating plastic trays used in the currency printing and drying process. The contractor must produce two specific tray types (55222BU UPPER TRAY and 55222BV BOTTOM TRAY) made from high-density or linear low-density polyethylene, with precise color specifications (blue for upper trays and green for bottom trays). Technical requirements include weight limits (18 lbs for upper trays, 20 lbs for bottom trays), ability to support a 320-pound static load with minimal deflection, and meeting specific dimensional requirements outlined in BEP drawings.
Delivery terms require the contractor to deliver three upper and three bottom trays to the Western Currency Facility in Fort Worth, TX within 90 days of contract award for initial testing, with full production deliveries to follow. The contract includes a comprehensive one-year warranty covering parts, labor, and shipping, with provisions for replacing defective trays within two weeks of notification. The BEP will evaluate the contractor's performance through random sampling and customer complaint tracking, with final acceptance contingent on 90 days of problem-free use. Deliveries are subject to federal holiday and year-end shutdown restrictions, and any technical deviations require prior written approval from the Contracting Officer.

STATEMENT OF WORK
Plastics Trays for Manufacturing
SECTION I: Background
The Bureau of Engraving and Printing’s (BEP) mission is to develop and produce United States currency notes, trusted worldwide. BEP’s vision is to be the world standard securities printer providing its customers and the public with superior products through excellence in manufacturing and innovation. As its primary function, the BEP prints billions of dollars, referred to as Federal Reserve notes, each year for delivery to the Federal Reserve System.
As part of the printing and delivery process, Stack and Rack Carts (also referred to as Carts) are used for separating wet work during the drying process after Intaglio printing. These carts are specific to press size and include several accessories including metal rods, security hoods and plastic trays. These trays are essential to the drying and separation of wet work in the printing and delivery process and the BEP has a need for the fabrication of trays for the production environment.
SECTION II: Scope
The Contractor shall fabricate and deliver plastic trays in compliance with the specified requirements listed in Section 3 below. The trays will be placed into carts for the drying and separation of wet work in the printing and delivery process. Fabricated plastic trays shall be delivered to the Ft. Worth, TX Currency Facility.
SECTION II: Technical Requirements
The Contractor shall provide plastic trays meeting the salient characteristics listed below:
• Trays shall conform to requirements set forth in BEP drawings:
55222BU UPPER TRAY (Attachment A) 55222BV BOTTOM TRAY (Attachment B)
• Deviations from the BEP drawings (e.g., depressions or ribs for material savings or stiffening) on the un-dimensioned areas on the bottom surface of the trays are permissible as long as they do not violate the specified size envelope or specified features. Engineering drawings showing planned deviations shall be submitted to BEP for approval prior to manufacture.
• 55222BU weight shall not exceed eighteen (18) lbs.
• 55222BV weight shall not exceed twenty (20) lbs.
• 55222BU and 55222BV shall be identified with the manufacturer's name and date of manufacture.
• Surfaces of 55222BU and 55222BV shall be free from sharp edges, burrs and mold flash.
3.1 Material Requirements:
• Both 55222BU and 55222BV shall be made from polyethylene: HDPE or LLDPE.
• Steel reinforcement may be used to support performance requirements (Section 3.2).
• 55222BU UPPER TRAY shall be Blue in color - No fluorescent or dark colors; RGB, 28-94-
138 is currently used at the BEP. Figures 1, 2 and 3 can be used as a color reference.
• 55222BV BOTTOM TRAY shall be Green in color - No fluorescent or dark colors; RGB, 74-
96-58 is currently used at the BEP. Figures 1, 2 and 3 can be used as a color reference.
• 55222BU and 55222BV shall not contain hazardous waste as defined in 40 C.F.R. §261.
3.2 Performance Requirements:
• 55222BU and 55222BV shall support a minimum uniformly distributed static load of three hundred and twenty (320) pounds while exhibiting less than twenty (20) millimeters of deflection after creep time of five (5) days (120 hours) at room temperature (i.e., between 20 – 25℃). Deflection is defined as the difference between highest point and lowest point on top surface of tray when supported along the surfaces shown on sheet two (2) of drawings 55222BU and 55222BV. (Figures 1, 2 and 3 below are photographs intended to help clarify the support conditions depicted on sheet two (2) of the drawings 55222BU and 55222BV.)

3.3 Warranty:
The Contractor warrants that the trays delivered hereunder are merchantable and fit for use for the particular purpose described in the SOW. The Contractor shall also warrant all parts and workmanship delivered under this contract to be free from defects, damage, or failure. A period of one (1) year (12 calendar months) warranty will begin after full acceptance of the trays by the Contracting Officer Representative (COR).
The Contractor’s warranty shall be inclusive of parts, labor, and associated transportation and shipping costs. When a malfunction occurs, while a part is covered under warranty, the
Contractor will be notified by the Government within seventy-two (72) hours. In response to the notification, the Contractor shall replace the defective trays within two (2) weeks after the notification. Replacement of the defective part shall be at no cost to the Government.

The Contractor shall provide a point of contact for warranty issues and concerns.

In the event, any part does not work or is deemed damaged or found to be unacceptable; the Contractor will replace the item at no cost to the Government.
The Government will evaluate the Contractor’s performance utilizing two methods:
• Random Sampling: The COR will facilitate or conduct random sampling in accordance with the Acceptable Quality Limits outlined in the requirements to ensure equipment meets requirements.
• Customer Complaints: The COR will be responsible for investigating and notifying the CO of customer complaints. The CO will notify the contractor when complaints arise.
3.4.2 Final Acceptance: The trays shall be utilized by the BEP for a minimum of ninety (90) days without any problems or issues being noted prior to the final acceptance by the BEP.
