About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically the National Environmental Satellite, Data and Information Service (NESDIS), is conducting market research to prepare for a potential Request for Proposal (RFP) for infrastructure repairs and enhancements at the Wallops Command and Data Acquisition Station (WCDAS) in Wallops Island, VA. This solicitation seeks to identify vendor capabilities for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year performance period. The contract will cover comprehensive infrastructure maintenance including electrical systems, telecommunications, sewer infrastructure, utilities, roads, fencing, roofing, HVAC, and building management systems. Vendors must demonstrate capability to work within strict operational constraints, including limited work hours (0700-1530 Monday-Friday), mandatory security protocols, and the ability to coordinate around 24/7 satellite operations. The pre-solicitation notice is a market research effort, and responses are due by February 3, 2025, with any questions potentially published publicly on SAM.gov.
The opportunity is designated as a Competitive 8(a) set-aside, indicating it is reserved for small businesses participating in the Small Business Administration's 8(a) Business Development Program. While no specific award value is mentioned, the comprehensive scope of work suggests a substantial infrastructure maintenance contract. Contractors must provide a superintendent with at least five years of experience, submit detailed project schedules, maintain OSHA safety standards, and provide a minimum one-year warranty on all work. The contract will involve task orders issued throughout the five-year period, with work strictly confined to maintaining and enhancing the critical satellite data acquisition facility's infrastructure. Potential respondents should carefully review the attached Performance Work Statement, which provides extensive details about required qualifications, work protocols, and specific infrastructure enhancement requirements.
