B Individual Task Orders can be awarded under this IDIQ contract at any point within the 5-year Period of Performance of this contract and shall be completed within the Period of Performance stated in the individual Task Order.

C Each Task Order awarded under this contract will provide the additional specific work requirements for performance of the work under that Task Order.

I-03 EXISTING CONDITIONS

A WCDAS campus consists of several major buildings (Operations Building, Operations

Back-up Facility, Utility Building, Maintenance Building, Powerhouse), few dozen small buildings and antenna shelters as well as a maze of roads, utilities and related infrastructure. The campus was established in mid-1960s and in operation ever since to fulfill its mission related to communicating with environmental satellites as well as collection and dissemination of environmental data.

B WCDAS has a network of electrical, communication and sewer manholes that are connected via duct-banks or pipes and strategically located throughout the campus.

Most of these manholes are leaking and accumulate water and silt (dirt and sand) after heavy rainfalls. Water and silt find their way into the manholes via cracks and holes present in the manhole walls or around the duct banks/pipes connected with the manholes or through the duct bank or pipes. Government intends to issue task orders to repair these manholes and accompanied duct-banks.

C WCDAS utilities (water, sewer, storm-water, fuel oil, communications, sprinkler system and fire suppression system) and related components represent a mix of relatively new and old infrastructure that does experience periodic failures that needs to be fixed as soon as possible since the facility is operated 24/7 to fulfill mission needs.

D WCDAS roads and related infrastructure (culverts, storm-water inlets) and parking lots are also exhibiting signs of aging needing repairs.

E Same is true for building roofs and their associated life-safety and comfort systems that they are aging and experience periodic failures that must be addressed to continue stations mission.

F The Government intends to issue individual task orders to maintain existing systems by making repairs or replacement on expedited basis.

I-04 COORDINATION

A All activities, tasks, and evolutions shall be coordinated with the project Contracting

Officer Representative (COR), or their designee, in advance of the action.

B The COR is:
