About this opportunity
The Naval Air Systems Command (NAVAIR) is seeking to modernize its Wattmeter Calibrator Systems (WCS) and procure a Primary Lab Wattmeter Calibration System (PLWCS) to replace a 40-year-old calibration system used in shore-based laboratories. The procurement aims to improve measurement range, accuracy, and precision for radio frequency (RF) wattmeter calibrations across multiple Navy facilities. Interested contractors are required to submit a 10-page Capability Statement by 1:00 PM PDT on April 22, 2025, to Procurement Specialist Taylor O'Neal via email. The solicitation is currently in a sources sought notice phase to determine market capabilities and potential acquisition approaches. Evaluation will focus on technical capabilities, company qualifications, and potential pricing for a system that can calibrate multiple wattmeter models across various power and frequency ranges.
The contract opportunity is not currently set aside for any specific small business designation, though small businesses (including HUBZone, Woman-Owned, 8(a), and Service-Disabled Veteran-Owned) are encouraged to respond. The procurement will be classified under NAICS code 334515 and structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. NAVAIR plans to acquire a minimum of 1 and maximum of 11 WCS systems, with an additional 5 WCS for NAVSEA, to be installed across locations including San Diego, Patuxent River, Cherry Point, Jacksonville, New Orleans, and Iwakuni. The contract will require complete system installation, three days of training for up to 10 persons, comprehensive technical documentation, and a minimum one-year manufacturer's warranty. The system must meet stringent technical specifications, including power generation capabilities from 0.95 to 1050 watts across 2 to 1000 MHz frequencies and support for 35-38 different wattmeter models.

Please Note* The response date has been extended to 5/6/2025.
The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement to modernize the Wattmeter Calibrator Systems (WCS) and procure a Primary Lab Wattmeter Calibration System (PLWCS). The current Wattmeter Calibration System has been in service for over 40 years and needs to be modernized. The modernized WCS will be used in shore-based laboratories to calibrate the same workload and increase the range, accuracy and precision of the measurement areas. The PLWCS will be used in shore-based laboratories to calibrate the WCS and higher accuracy Wattmeter workload.
It is requested that all interested parties who can provide the required items to respond with a Capability Statement and Rough Order of Magnitude. The Capability Statement shall also include the infromation found on the "Sources Sought Notice Attachment."
Please provide your response to this Sources Sought Notice no later than 1300 Pacific Daylight Time on Tuesday, 06 May 2025 to the Procurement Specialist, Marcella Webber at marcella.g.webber.civ@us.navy.mil. Email should reference Sources Sought Notice N6426725R1015 in the subject line.
The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business, socioeconomic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. All organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice.
