About this file
This Statement of Work (SOW) details the Naval Air Systems Command's (NAVAIR) requirement to modernize Wattmeter Calibrator Systems (WCS) and procure a Primary Lab Wattmeter Calibration System (PLWCS). The current system, in service for over 40 years, needs replacement to improve calibration capabilities for Radio Frequency (RF) Wattmeter workloads in shore-based laboratories. The procurement includes a minimum of 1 and maximum of 11 WCS for NAVAIR, and 1 PLWCS, with an additional 5 WCS for NAVSEA, to be installed across multiple Navy facilities including locations in San Diego, Patuxent River, Cherry Point, Jacksonville, New Orleans, and Iwakuni.
The SOW specifies detailed delivery requirements, including a complete system installation, 3 days of training for up to 10 persons, technical manuals, calibration certificates, instrument calibration procedures, software documentation, and a one-year manufacturer's warranty. Contractors must provide comprehensive documentation such as software version descriptions, spare parts lists, training syllabi, uncertainty analyses, licensing documentation, and source code. The solicitation is structured as a sources sought notice to determine market capabilities and potential acquisition approaches, with responses requested by 1:00 PM Pacific Daylight Time on April 22, 2025, to be submitted to the Procurement Specialist via email.

Statement of Work
1. INTRODUCTION
The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement to modernize the Wattmeter Calibrator Systems (WCS) and procure a Primary Lab Wattmeter Calibration System (PLWCS).
2. BACKGROUND
The current Wattmeter Calibration System has been in service for over 40 years and needs to be modernized. This system is used to calibrate the Navy’s Radio Frequency (RF) Wattmeter workload. The modernized WCS will be used in shore-based laboratories to calibrate the same workload and increase the range, accuracy and precision of the measurement areas. The PLWCS will be used in shore-based laboratories to calibrate the WCS and higher accuracy Wattmeter workload. The WCS and PLWCS will be used in shore-based laboratories.
3. SCOPE
The scope of this effort is to procure minimum of quantity (qty) one (1) WCS and a maximum of qty eleven (11) WCS in accordance with Calibration Standards Specifications (CSS) 01-3243.
The scope of this effort is also to procure qty one (1) PLWCS in accordance with CSS 01-3246.
