About this opportunity

The US Geological Survey Office of Acquisitions and Grants seeks refurbishment of a 10,000-gallon elevated water tank at the USGS Wetland and Aquatic Research Center in Gainesville, Florida, with proposals due May 27 at 10:00 am Pacific time. This procurement is a 100% small business set-aside, foreclosing competition outside that pool. RFQ number is 140G0126Q0123.

Place of performance is Alachua County, Florida. Work comprises exterior repainting (pressure washing, surface preparation to SSPC Standards #2 and #3, primer, and polyurethane finish), interior repainting (abrasive blasting to SSPC Standard #10 Near-White Metal, epoxy prime and finish coats, weld and ladder stripe coats, and debris disposal), and ladder repair (removal of existing ladder and installation of a new 10-foot steel ladder with welded standoff brackets and interior specification paint). The tank is used exclusively for aquaculture operations, not potable water. Period of performance is 30 days after notice to proceed.

The contractor and all subcontractors must be Florida-licensed. All work must occur during normal business hours (8:00 am to 5:00 pm Eastern Time, Monday through Friday). The NAICS code is 237110. Evaluation is on a lowest-price-technically-acceptable basis, weighing technical capability and past performance as acceptable/unacceptable and price as lowest cost. Davis-Bacon prevailing wage rates apply per Wage Determination FL20260194. Buy American construction materials requirements apply. A mandatory pre-bid site visit is scheduled for May 15 at 1:00 pm EST; contractors must notify Dayna Parkin or Larry Forshee within 24 hours prior. Questions must be submitted in writing to dayna_parkin@ios.doi.gov at least four calendar days before the proposal due date. Amendment 0001 (May 18) and Amendment 0002 (May 21) provided question and answer clarifications; no further deadline extension was issued in Amendment 0002. Anticipated award date is May 29, 2026.
