The contractor and all subcontractors must be licensed in the state of Florida and provide copies of certification upon request. Deliverables include a work schedule and safety plan, inspection and progress updates, final inspection and warranty documentation, and waste disposal certification for abrasive blast debris. All work must comply with OSHA 29 CFR 1910, EPA hazardous waste disposal regulations, SSPC surface preparation and coating standards, ANSI/NSF Standard 61, NFPA standards, and local, state, and federal environmental regulations. The government will provide access to the facility and tank area, utility access, and historical inspection reports if available. The Points of Contact are the Facility Operations Specialist (COR) and Facilities Manager (Alternate), both to be named after award.

STATEMENT OF WORK

Water Tower Refurbishment – USGS WARC Gainesville, FL

1. Background The Gainesville campus of the USGS Wetland and Aquatic Research Center (WARC) relies on a 10,000-gallon elevated water tank as part of its fire suppression and facility infrastructure. The tank requires refurbishment to maintain operational readiness, meet safety standards, and extend service life. WARC’s mission is to provide objective, high-quality science in support of natural resource management across the southeastern United States, the Caribbean, and globally. Refurbishment of critical infrastructure such as the facility’s water tower is essential to sustaining our operational capacity and protecting the people, equipment, and research that support this mission.

2. Scope of Work The contractor shall furnish all labor, equipment, and materials necessary to refurbish one each 0,000-gallon elevated water tank located at 7920 NW 71st Street, Gainesville, FL. Please see exhibit A for photos of the 10,000-gallon water tank.

Scope includes:

• Repainting Exterior: Pressure washing, surface prep (Surface Preparation Standards #2 & #3 Hand or power tool cleaning — removes loose rust, paint, and mill scale), primer and polyurethane finish.

• Repainting Interior: Tank draining (by others), abrasive blasting to (Surface Preparation Standards #10 Near-White Metal) , epoxy prime/finish coats, weld/ladders stripe coat, debris disposal.

• Ladder Repair: Remove old ladder, install new 10-ft steel ladder with welded standoff brackets, paint per interior spec.

3. Deliverables

• Work schedule and safety plan

• Inspection and progress updates

• Final inspection and warranty documentation

• Waste disposal certification for abrasive blast debris • All employees and sub-contractors must be licensed in the state of Florida to perform their respective work and will furnish copies of their certification or licenses numbers upon request from the Facilities Manager.

4. Period of Performance Work shall be completed within 30 days of Notice to Proceed (NTP).

5. Normal Working Hours Work will be performed during normal business hours, unless otherwise coordinated. Normal working hours for the construction work at the Wetland and Aquatic Research Center shall be 8:00am- 4:00pm, Monday - Friday. The contractor and sub-contractors (if required) shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the Facilities Manager (FM). Requests to work other than the normal hours shall be made, and approved, in writing through the FM. Work performed during “other than the normal hours” shall not change the total cost to the government.

6. Contractor Parking, and Smoking Regulations The FM or COR will designate a parking area (or areas) for the contractor to park vehicles. There shall be no smoking in any buildings at any time. All personnel that smoke will have to do so outside in designated smoking areas.
