About this opportunity

This solicitation is a restricted procurement limited to four pre-selected Multiple Award Construction Contract (MACC) contractors: T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction. The project involves excavating and repairing a 10-inch asbestos cement waterline, including leak repair, soil disposal, pipe disinfection, and road surface restoration. Proposals will be evaluated on a lowest price technically acceptable basis, with bids due by March 19, 2025, at 12:00 PM EST. Contractors must submit Request for Information (RFIs) by March 10, 2025, at 9:00 AM EST, and proposals will remain valid for 90 days after submission.
The contract is set aside exclusively for small businesses within the designated MACC pool. The estimated contract value ranges between $25,000 and $100,000, with a contract performance period of 60 days after award. Liquidated damages are set at $84 per calendar day for delays. Bond requirements vary based on the proposal value: no bonds are required under $40,000, a payment bond is needed between $40,000 and $149,000, and bid/payment/performance bonds are mandatory for contracts $150,000 and above. The place of performance is MCAS Cherry Point, located in Craven County, North Carolina, with the specific work site approximately 1,000 feet south of the Reeds Gut bridge crossing. Contractors must comply with Davis-Bacon Act wage determinations and follow specific safety and coordination requirements, including base security protocols and mandatory personal protective equipment.
