No award will result from this notice.
The project scope encompasses design completion and construction of upgrades to the existing water intake infrastructure drawing from the New River, including in-water structures such as concrete diversion wall, mechanical bar screens, sluice gates, and pumps. The Army Corps of Engineers will provide a 35% design package; the selected contractor will complete remaining design and perform all construction. Construction duration is anticipated at 1,278 calendar days. The estimated project magnitude ranges from $25 million to $100 million, and given the anticipated cost of $35 million or greater, a Project Labor Agreement may be required.
Work must comply with environmental regulations under the National Environmental Protection Act and Section 404 Permitting. The contract will be firm-fixed-price. NAICS code is 237110 (water and sewer line and related structures construction; small business size standard $45 million). All contractors must be registered in SAM.gov. Large businesses must submit an approved subcontracting plan before award. A 100% Performance and Payment Bond will be required within ten calendar days of contract award.
Interested contractors should submit a capabilities statement not exceeding six pages by the due date, including firm information, small business classification, bonding capability, and details of up to five similar completed projects. The Government is soliciting feedback on Project Labor Agreement implications, local labor availability, scheduling concerns, and anticipated cost impacts.
