About this file
This is a Sources Sought Notice for a Design-Build standalone construction contract to upgrade the water intake facility at Radford Army Ammunition Plant (RFAAP) in Radford, Virginia. The project involves constructing upgrades to the existing water intake infrastructure that draws from the New River, including in-water structures such as a concrete diversion wall, mechanical bar screens, sluice gates, and pumps. The facility will comply with applicable environmental regulations and requires permits under the National Environmental Protection Act (NEPA) and Section 404 Permitting. The anticipated construction duration is 1,278 calendar days, with the estimated project magnitude between $25 million and $100 million. The USACE Norfolk District will provide a 35% design package, and the selected contractor will complete the remaining design and perform all construction work.
Responses are due electronically by 10:00 a.m. Eastern Daylight Time on September 28, 2026, with no award expected from this notice. The solicitation is anticipated for the first quarter of FY27. Interested prime contractors under NAICS code 237110 (water and sewer line and related structures construction, small business size standard $45 million) should submit a capabilities statement not exceeding six pages demonstrating relevant construction experience, including firm information, SAM.gov registration status, small business classification, bonding capability, and details of up to five similar completed projects. The Government will issue one firm-fixed-price contract and requires large businesses to submit an approved subcontracting plan before award. A 100% Performance and Payment Bond will be required within ten calendar days of contract award. Given the estimated $35 million or greater project cost, a Project Labor Agreement (PLA) may be required, and the notice requests industry feedback on PLA implications, local labor availability, scheduling concerns, and anticipated cost impacts. Contact information for responses is provided for Philip Mathews (Contract Specialist) and Candace Lotomau (Contracting Officer) at USACE Norfolk District.

A) Background/ Program Information:
Radford Army Ammunition Plant (RFAAP), located in Radford, VA is a Government-Owned, Contractor-Operated (GOCO) production facility providing state-of-the-art propellants, energetics, and munitions to support the Warfighter. All production at RFAAP depends on river water. Completing construction to the supporting infrastructure and in-water work will ensure the continued operation of the primary water intake at RFAAP and resilience of water supply to the facility.
RFAAP draws water from the New River and relies on pumps, supporting infrastructure, and screens. The river water is filtered for process and fire suppression water or fed for additional treatment to provide drinking water throughout the plant. River water is currently extracted through the existing water intake and this effort requires upgrades to the pumps, building infrastructure, and in-water structures.
B) Project Information
This Standalone Construction Contract is intended to perform upgrades to the existing water intake facility and supporting infrastructure. The Water Intake facility will comply with applicable environmental regulations and require permits and required documentation under the National Environmental Protection Act (NEPA) and Section 404 Permitting, specifically a Joint Permit Application (JPA). In-water major features of work include a concrete diversion wall, mechanical bar screens, sluice gates, and pumps. Dredging will not be required for this project as it will be procured under a separate contract.
