About this opportunity
Naval Sea Systems Command seeks water de-ionization services and equipment lease for Naval Surface Warfare Center Crane, with proposals due October 16, 2026 at 4:00 PM Eastern Time. This is a women-owned small business set-aside procurement.
Place of performance is Crane, Indiana 47522. The contractor must supply and maintain two de-ionized water systems: a 3.6 cubic feet primary system delivering 8–10 gallons per minute at 30 psi to a 500-gallon storage tank serving a printed circuit board plating shop and analytical control laboratory, and a 1.2 cubic feet secondary system supplying a 40-gallon water heater for batch cleaning operations. Water quality must meet modified ASTM Type III specifications with electrical conductivity not to exceed 0.25 S/cm for the storage tank and 0.10 S/cm for laboratory use, electrical resistivity of 4.0 megohm-cm minimum for the tank and 10.0 megohm-cm for the laboratory, pH between 5 and 8, and total organic carbon not to exceed 200 micrograms per liter. Systems remain contractor property under lease arrangement.
The base contract period runs November 1, 2026 through October 31, 2027, with five option years (2027–2031). The Service Contract Act applies with wage determination 2015-4821 (Revision 34, effective August 12, 2026). CMMC Level 1 self-assessment certification is required for award. The contract uses Firm Fixed Price with quarterly invoicing for the primary system and annual invoicing for the secondary system. Contractor obligations include quarterly filter replacement, semi-annual activated carbon replacement, quarterly or more frequent ion exchange regeneration off-site, 24/7 emergency service availability, and 24-hour response to service requests. Award is based on best value considering technical approach, delivery capability, past performance (evaluated on a GO/NO GO basis using FAPIS and PPIRS databases), and price. The Contracting Officer is Daniele Wessel; the Contract Specialist is Marty Arvin at 812-381-7213. All offerors must be registered in SAM and submit quotes to marty.arvin2.civ@us.navy.mil.
