About this file

This is a Statement of Work for a De-Ionized Water System Service under Navy contract N00164-27-X-XXXX, dated 28 September 2026.

The contractor must provide two de-ionized water systems: a 3.6 cubic feet primary system and a 1.2 cubic feet secondary system. The primary system shall deliver water meeting modified ASTM Type III specifications to a 500-gallon storage tank serving a printed circuit board plating shop and an analytical control laboratory simultaneously. Water quality requirements for the storage tank include electrical conductivity of 0.25 µS/cm maximum, electrical resistivity of 4.0 MΩ-cm minimum, pH between 5 and 8, total organic carbon of 200 µg/L maximum, sodium of 10 µg/L maximum, chlorides of 10 µg/L maximum, total silica of 500 µg/L maximum, and final filtration of 10 µm minimum. The laboratory requires higher purity with electrical conductivity of 0.10 µS/cm maximum and electrical resistivity of 10.0 MΩ-cm minimum. The primary system shall continuously supply 8-10 gallons per minute at 30 psi and maintain 2-4 gallons per minute at 15-20 psi when both outlets demand water simultaneously. The system includes inlet filtration, pressure regulation, activated carbon filtration, anion and cation exchange columns, dual mixed bed columns, final filtration, and in-line water quality monitoring with user-selectable ranges from 20 KΩ to 10 MΩ. The footprint shall not exceed 30 square feet (10 feet by 3 feet). The secondary system supplies a 40-gallon water heater for a printed circuit card assembly batch cleaner using a 1.2 cubic feet mixed bed ion exchange column with identical monitoring capabilities. Both systems remain contractor property under lease arrangement. The contractor must perform quarterly filter replacement or as needed, semi-annual activated carbon replacement, quarterly or more frequent ion exchange regeneration off-site, maintain 24/7 emergency service availability, respond to service requests within 24 hours, and maintain adequate spare parts inventory.

N00164-27-X-XXXX

1 SCOPE

1.1 The De-Ionized (DI) water system will take raw potable tap water (average hardness ≈ 50 ppm, heavily contaminated with dissolved and particulate iron and sediment) and perform filtration and ion exchange to produce DI water for delivery to a storage tank and recirculating system that supplies DI water to a printed circuit board plating shop and to an analytical laboratory adjacent to the plating shop. A separate, smaller system will perform ion exchange to produce DI water for delivery to a printed circuit board batch cleaner system.
