About this opportunity
The Department of the Air Force Global Strike Command seeks quotation for purchase, installation, and training of an EXTRAN Wastewater Filtration System (NDT) at Minot Air Force Base, North Dakota, with quotes due July 8. This procurement is 100% set aside for Small Business Concerns, with a small business size standard of 1,000 employees under NAICS 333310.
The system must be installed in Building 857, Room 163 and include a feed pump, bag filter, tank, process pump, membrane module, and polishing unit—all new components. The contractor must complete physical inspection, operational testing with test chemicals coordinated with the Government Project Manager at least 48 hours in advance, and training for approximately ten NDT personnel on system use, inspection, and routine maintenance. The performance period is 90 calendar days from contract award, with all work conducted between 7:30 a.m. and 4:30 p.m. Central Time, Monday through Friday, excluding federal holidays. The contractor must provide site cleanup including off-base disposal of all surplus materials, debris, and waste in compliance with federal, state, and local environmental regulations.
Deliverables include a project schedule prior to on-site commencement and an installed, operational system no later than 90 days after award. The contractor must register a one-year warranty on workmanship and manufacture in the Government's name upon project acceptance. The determination and findings document, approved July 1 under RFO 11.204(a)(2)(ii) brand name authority, justifies sole-source procurement based on the EXTRAN system's proprietary nanostructured block-copolymer membrane providing superior chemical resistance to NDI effluent solvents and surfactants. Contractor personnel accessing Air Force installations require base identification, REAL ID-compliant driver's licenses, current vehicle registration, and valid insurance; those requiring logical or physical access to DOD computer networks or controlled areas must hold Common Access Cards (CAC). The RFQ is issued under RFO 12.201-1 procedures for brand name or equal commercial products.
