About this opportunity

The United States Army Corps of Engineers seeks proposals to research small-scale waste-to-energy technologies with throughput capabilities between 1 to 4 tons per day of municipal solid waste. Offerors must propose to test up to four waste recipes over a 14-day period at their facilities. Proposals will be evaluated based on technical approach, price, and small business participation, with technical being the most important factor. The closing date for proposals is August 14, 2020. The government will award a firm-fixed price contract to fund research at the Engineer Research and Development Center - Construction Engineering Research Laboratory to identify optimal waste recipes and standardize small-scale waste-to-energy technologies.

There is no set-aside designation. The primary NAICS code is 541715 for research and development services. The period of performance is to be proposed by offerors based on their technical approach. Testing of up to four waste recipes must be completed over 14 days at the offeror's facility. Place of performance will be at the selected offeror's facility. The government solicited questions until August 10, 2020 and estimates making an award decision in mid-September 2020.

The United States military has an enduring need to both mitigate the waste produced on installations, as well as achieve greater operational energy efficiency. The Engineer Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) is researching small scale waste to energy (WTE) technologies with targeted throughput of 1 to 4 tons per day (TPD) of municipal solid waste (MSW), tools and processes to identify the optimal waste recipes, technology engineering and standardizations that will result in the greatest energy efficiency and operational benefits. For the purposes of this research, "small-scale WTE" is defined as less than 10 TPD needed for economic operation.

The associated North American Industry Classification System (NAICS) code is 541715 -- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), which has a size standard of 1,000 employees.

The Government intends to award a firm fixed-price contract resulting from this solicitation.

BASIS FOR AWARD:  The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors:  Technical, Price, and Small Business Participation. The Technical factor is significantly more important than the Price factor, which is significantly more important than the Small Business Participation factor. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical Approach, Corporate Experience, and Small Business Participation factors.  Additionally, any ‘other than small business’ offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with FAR 19.702(a). Offerors are cautioned that the award may not necessarily be made to the lowest cost offered.
