The following have been modified:
INSTRUCTIONS TO OFFERORS
1. PROPOSAL SUBMISSION REQUIREMENTS
a. Offerors should carefully examine the specifications and fully inform themselves as to all conditions and matters that can, in any way, affect the work or the cost thereof. Should an offeror find discrepancies in or omissions from the statement of objectives, other documents, or should he or she be in doubt as to their meaning, the offeror should notify the Contracting Officer at once and obtain clarification prior to submitting his or her offer. All questions shall be submitted no later than 11:59am CST, 7 August 2020 in order for the Government to ensure a response can be posted in sufficient time prior to the solicitation closing.
b. Offeror's Responsibility. It is the offeror's responsibility to ensure the completeness and accuracy of his or her proposal. Corrections will not be made by the Government.
c. Each volume shall be submitted electronically via email to both CERL-CT-
Quotes@usace.army.mil and Andrea.D.Knowles@usace.army.mil. Any portion of the proposal that is changed (as a result of negotiations or proposal revisions) should be annotated and dated. Each volume shall be clearly labeled with its Title and a copy number (e.g., copy 1 of 5). Only proposals received via this submission method will be considered. PROPOSALS ARE DUE NO LATER THAN (NLT) 11:59AM CST ON THE
DATE LISTED ON PAGE 1, BLOCK 8.
d. Each paragraph should be single spaced, and shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be produced in landscape mode.
e. All volumes of the Offeror's proposal in response to this solicitation shall be prepared in electronic format in five (5) physically separate volumes. Hard copies are not required or desired. No pricing data or cross-referencing to the price proposal is permitted in the technical volume. To reduce the proposal size, the Offerors shall submit only essential matters sufficient to clearly present their approach and provide an adequate basis for evaluation. Offeror’s are cautioned that due to the page limitations provided, any information exceeding these limitations will be not be evaluated.

2. PROPOSAL FILES
a. Format. The submission shall be clearly indexed and logically assembled.
Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and Request for Proposal (RFP) number in the header and/or footer. A Table of Contents should be created using the Table of Content feature in MS Word.
MS Word (doc) files shall use the following page setup parameters:
Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”
The following additional restrictions apply:
b. Cover Letter. This shall include an introduction of the Offeror to include point(s) of contact and phone numbers for the prime and any subcontractors/partners, as well as the DUNS and CAGE Code numbers for each party. It shall confirm that the prime offeror qualifies as a small business under the applicable NAICS code.
c. Content Requirement. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:
(i) VOLUME I – Technical Approach. The technical volume of the proposal shall contain sufficient information to enable the evaluators to make a complete analysis with respect to the criteria listed in Section M. All available information pertaining specifically to these criteria shall be included, as well as any other information that the Offeror determines would demonstrate their ability to accomplish the project. The Statement of Objectives (SOO), included as Attachment A, provides the Government’s overall research objectives associated with the effort for this solicitation. The draft Contract Data Requirements Lists (CDRLs), included as Attachment B, describe the primary deliverables that the Government expects to receive for this effort. The waste stream recipes are provided for reference at Attachment C. Offerors shall use the SOO and draft CDRLs, together with other applicable portions of this RFP, as the basis for preparing their proposal. Offerors are cautioned that any information submitted on subcontractors will only be evaluated if a firm commitment with the subcontractor is demonstrated. The offeror shall submit the information in the following order:
(1) Offerors shall develop a Performance Work Statement (PWS) that demonstrates a clear understanding of the applied research needed to achieve the government’s objectives. See Attachment D – PWS Template for a consistent format for submission. The PWS shall specify in clear, understandable terms, the approach and schedule being proposed to achieve the research objectives; ensure that every aspect of the SOO is addressed. Preparation of an effective PWS requires both an understanding of the applied research that is needed to satisfy the particular objectives and an ability to define what is required in specific, performance based, quantitative terms. The offeror’s proposed WTE technology solution shall be comprehensively described separately from the PWS.
The offeror shall calculate and provide a reasonably justifiable Net Present
Value (NPV) for the proposed WTE technology solution. The NPV shall show the expected cost to the government from purchasing a commercially produced unit and operating it over its life cycle. The NPV shall use reasonable cost assumptions for required or avoided energy use and avoided MSW hauling and tipping fees. The NPV calculation for the technology solution shall be derived from either actual performance previously demonstrated, or reasonably anticipated performance for a unit in commercial production, and not necessarily the expected performance of the test unit used for this research. The NPV calculation shall include all assumptions regarding scale (i.e. 1-4 TPD or 4-10 TPD), upfront costs, and operating costs. The NPV shall specify any operating constraints, including expected recipe variances if different from the ones specified in the Attachment C. For purposes of this acquisition, an “economic” WTE solution means there is a reasonably justified expected NPV greater than zero over the life cycle of a production unit using a real discount rate of 3%, in accordance with NIST Handbook 135/ Annual Supplement NISTIR 85-3273-35. It is not necessary for the offeror to use the NIST Building Life-Cycle Cost Tool or the Energy Escalation Rate Calculator, and no preference will be given to those offerors who choose to provide an NPV or life cycle cost estimate using those tools.
The offeror shall identify the output energy and projected energy recovery efficiency (i.e. usable output energy as a function of energy content input MSW) for the proposed WTE solution. Additionally, at a minimum, the offeror shall identify Municipal Solid Waste (MSW) throughput specified in a quantity of Tons per Day (TPD) for the proposed WTE solution. The offeror shall also identify the waste types and the percentage of wet vs. dry waste that can be handled by the proposed WTE solution, as well as whether the solution can handle MSW without pre-processing. The offeror shall indicate whether the proposed WTE solution is anticipated to be capable of processing plastic waste processor disks (PWPs), with the following typical waste characterization:
50% plastic, 28% paper, 4% aluminum, 5% cloths, 5% food, 3% steel, 5% other, and contain a mixture of PET, HDPE, LDPE, PP and PS types of plastics The offeror shall also identify the WTE solution’s ability to accept hazardous materials, tires, and other industrial waste feedstocks. If capable, the offeror shall list the hazardous waste and industrial waste feedstocks that the WTE solution can accept. The offeror’s understanding of the work effort required to accomplish the objectives shall be fully demonstrated in the offeror's proposed PWS and any revisions or additions to the CDRLs. Also, offerors are required to identify any technical barriers that they would conceivably encounter in the execution of the effort, and how these barriers will be addressed to mitigate the risk they pose to the overall effort.
*Note that when the proposal is evaluated, recognition and description of barriers, conceivable problems, and approaches to address them will be as important as the planned method.
(ii) VOLUME II – Corporate Experience. The offeror shall demonstrate their past corporate experience as it relates to the research objectives of this solicitation.
Specifically, proposals shall demonstrate experience within the last five (5) years from the date of the solicitation with respect to acquiring any and all permits for the set-up, operation, and demobilization of waste to energy technology; and with respect to testing and analysis of output products from operation of waste-to-energy technology.
Corporate experience shall represent both prime and any subcontractors being represented by a proposal in response to this solicitation. No more than three (3) projects shall be included as a means of demonstrating corporate experience.
Demonstration of corporate experience shall address at a minimum:
1. Project Title;
2. Organization for which the work was performed;
3. Brief project description of the work performed to include dates of performance, the objective of the project;
4. How the experience is relevant to this solicitation, and how corporate lessons learned are applicable and can be leveraged for this contracted effort.
(iii) VOLUME III – Small Business Participation. All offerors shall submit a
Small Business Participation Proposal using the template attached in this solicitation at Attachment (E). The offeror should articulate how small businesses will participate through performance as either a small business prime or as a subcontractor. This required information will be used to evaluate the extent of your proposed participation/commitment to sue U.S. small businesses in the performance of this acquisition.
Additional Requirement for Other than Small Business Concerns Only Separate from the Small Business Participation Proposal, other than Small
Business Offerors must also submit a small business Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003.
Other than Small Businesses Offerors must submit an acceptable small business subcontracting plan to be eligible for award. Small Business Subcontracting Plans shall reflect and be consistent with the commitments offered in the Small Business Participation Proposal. The SB Subcontracting Plan shall adequately respond to each of the required elements of FAR 52.219-9(d) paragraphs (1) through (15).
(iv) VOLUME IV –Price. The volume shall be organized into the following sections:
(1) Electronic Copy. Files submitted for the Price volume shall not be password protected. Electronic links are only permissible within the Price Volume. If files contain links, the links must be intact and maintained through all revisions. The Offeror shall not include pivot tables in Excel spreadsheets. The Offeror shall provide a completed Section B Supplies or Services and Prices of the SF33.
(2) Compliance. Failure to comply with the RFP requirements for price information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF33 and continuation sheets.
(3) General Instructions. In accordance with Federal Acquisition Regulation (FAR) 15.402 and 15.403-1, certified cost or pricing data are not required based on the fact that adequate competition is expected for this procurement. Information other than certified cost or pricing data may be provided in contractor format providing that sufficient information is made available. Information submitted shall be prepared following the instruction in FAR 15.403-5. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data. Additionally, in the event that adequate competition is not obtained, the Contracting Officer may incorporate FAR 52.215-20 entitled, “Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data,” into the solicitation and request a Certificate of Current Cost or Pricing Data. There are no page limitations for this volume. Proposal information included in this volume which is not directly related to Cost will be disregarded. The offeror shall submit a detailed breakdown of the total price quoted to include the following (as applicable):
(i) Direct Labor Costs (labor categories and man-hours per task)
(ii) Overhead Cost Rates (taxes, pensions, retirements, vacations, insurance, etc.)**
(iii) Materials and Supplies Costs (itemize and provide unit costs where applicable)
(iv) Travel costs (itemize and provide unit costs where applicable)
(v) General and Administration (G&A) Cost Rates**
(vi) Any Other significant Costs (itemize and provide unit costs)
(vii) Profit.
**The offeror shall state whether they have an established rate agreement with the Defense Cost Accounting Agency (DCAA) or any other government agency, and if so a copy shall be included.
(v) VOLUME V – SOLICITATIONS, OFFER AND AWARD DOCUMENTS
AND CERTIFICATIONS/REPRESENTATIONS.
Certifications and Representations – Each offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the RFP. An authorized official of the firm shall sign the SF 33 and all certifications requiring original signature. An Adobe PDF file shall be created to capture the signatures for submission.
