About this file

This Contract Data Requirements List (CDRL) outlines reporting requirements for a research contract to evaluate small-scale waste to energy technologies. The contractor must provide monthly progress reports, meeting minutes, midpoint review briefing materials, and a final project outbrief. Test plans and permits are due within three and six months of award respectively. Following testing, the contractor shall report test results within 14 days and include them in draft and final reports. A draft final report is due 30 days before completion and a final report incorporating government comments is due at completion. The contractor must also provide a business case analysis in the final reports. The government will award a firm-fixed price contract for this opportunity.

This federal contract opportunity notice is seeking proposals to test small-scale waste to energy systems with a targeted throughput of 1 to 4 tons per day at the Engineer Research and Development Center - Construction Engineering Research Laboratory. Proposals are due by August 14, 2020 to the Corps of Engineers. The award will be made based on technical approach, corporate experience, price, and small business participation. Offerors must receive an acceptable rating for technical factors and small business subcontracting to be eligible for award. The contract type will be firm-fixed price.
