About this opportunity
The Department of Agriculture Animal and Plant Health Inspection Service seeks waste removal and remediation services at Bayou Sauvage Urban National Wildlife Refuge in New Orleans, Louisiana, with quotes due May 29, 2026, at noon Central Time. The procurement is a Total Small Business Set-Aside with a small business size standard of $19 million.
Place of performance is New Orleans, LA 70129. The contractor must assume the lease of private property at 18950 Chef Menteur Hwy for the duration of cleanup operations; APHIS currently holds a temporary lease. The NAICS code is 238910, Site Preparation Contractors, and the PSC code is Y1PC, Construction Of Unimproved Real Property.
The project requires removal and deep burial at an approved landfill of APHIS-regulated waste and materials commingled with such waste, estimated at over 100 super sacks totaling 9,913 cubic yards. Work is structured in phases: Site Preparation and Mobilization; Earthwork and Hydrological Controls, including cofferdam or dewatering well installation where water is present; and Site Restoration, including native wetland seeding with Spartina patens. Regulated waste must be disposed at River Birch Landfill; non-regulated waste goes to Gentilly Landfill. The contractor must obtain permits for excavation in wetlands and coordinate wastewater treatment through granular activated carbon filters. Work must commence within 10 calendar days of notice to proceed and be completed within 60 days thereafter. A mandatory site visit occurred April 30, 2026.
The estimated project magnitude is between $5 million and $10 million, awarded as a firm-fixed-price contract. Federal Construction Wage Rates apply per Orleans Parish determination LA20260041, effective January 30, 2026, with prevailing wage rates ranging from $12.38 to $51.11 per hour depending on trade classification, plus fringe benefits. Performance and payment bonds are required. Evaluation follows the highest technically rated approach with a fair and reasonable price, emphasizing technical capability and past performance without price-to-quality tradeoffs. Key evaluation factors include price reasonableness and realism, technical capability with relevant excavation or site clearing experience, technical approach addressing work sequencing and critical activities, and past performance on comparable projects. No security clearance is required; all personnel must submit clear photos of government-issued IDs in advance. Amendment 0003, effective May 20, 2026, extended the closing date to May 29. Amendments 0001 and 0002 previously extended the deadline and revised wage rate classifications from building to heavy construction.

The entry spot to the dump site is private property and the company contracted to remove the waste would need to take over lease of this land throughout the cleanup process.
