About this file

This document is a Technical Specifications exhibit for a federal waste removal contract at Bayou Sauvage, a United States Fish and Wildlife Service (USFWS) urban national wildlife refuge in New Orleans, Louisiana.

The project encompasses removal, transport, and disposal of waste materials from canal and surrounding areas across USFWS property and adjacent private property, with waste destined for either deep burial per USDA-APHIS requirements or landfill disposal. The contractor must procure necessary permits for excavation in wetlands areas, including construction dewatering and potential cofferdam construction, obtain a property lease for the adjacent private property for the duration of site work, and perform site restoration including native wetland seeding with Spartina patens (saltmeadow cordgrass). Work is structured in four phases: Phase 1 (Site Preparation & Mobilization), Phase 2 (Earthwork & Hydrological Controls with steel sheet pile cofferdam installation), Phase 3 (Site Investigation by others), and Phase 4 (Site Restoration). The contractor is responsible for all costs related to permits, property lease, disposal fees, equipment, environmental controls, dewatering treatment through granular activated carbon filters, hazardous materials handling, waste management coordination, and safety compliance including daily tailgate meetings, confined space work per OSHA 1910.146, and excavation safety per OSHA 1926.651. Regulated waste must be disposed at River Birch Landfill (sealed and leakproof), while non-regulated waste goes to Gentilly Landfill (tarped and covered minimum). The work is under a single lump sum agreement with the Contracting Officer's Representative providing oversight and approval authority for plans, schedules, and modifications.
