Place of performance is Bedford Park, Illinois. The walk-in cooler must maintain an operating temperature of 2°C ± 0.5°C with redundant cooling systems and automatic switchover capability, with interior dimensions of approximately 105 inches (length) × 80 inches (width) × 105 inches (height). Technical requirements include stainless steel interior walls, ceiling, floor, and shelving along one side; stainless steel work surfaces; a ramp suitable for laboratory carts; non-slip flooring; bright LED interior lighting; four GFCI-protected electrical outlets inside the unit; interior emergency door release; and an emergency alarm or equivalent safety feature. Condensing units must be located on top of the cooler or within 50 feet of the unit. Installation and site preparation are excluded from the contract scope. Contractors must deliver the cooler, manufacturer's standard operator/user manual, installation and maintenance documentation if available, and warranty documentation within the contractor's standard commercial delivery timeline following award, coordinated during normal business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m., excluding Federal holidays).

Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability assessed on a pass/fail basis against Statement of Work minimum requirements. Award will be made to the responsible small business quoter with the lowest evaluated price among technically acceptable quotations.
