About this file

This document is an Amendment of Solicitation (Standard Form 30) and accompanying Industry Questions and Government Responses for Solicitation No. 75F40126Q00386, HFP-2026-134637, for a Walk-In Laboratory Cooler. Amendment A00003, effective September 15, 2026, extends the quotation due date to September 18, 2026, at 2:30 PM Eastern Time and closes the question-and-answer period. The contracting officer is Iris M. Johnson. Contractors are not required to sign and return the amendment document but must acknowledge receipt by completing items 8 and 15 on their offer, acknowledging receipt on each copy of their offer, or sending separate written communication referencing the solicitation and amendment numbers prior to the offer deadline.

The Government provided clarifications to six industry questions addressing key requirements: (1) Installation and site preparation are not included in the base quoted price, though any manufacturer-required installation services should be identified and priced separately for informational purposes; (2) Operator training and post-installation technical validation are not required—providing manufacturer's standard operator/user manual, installation documentation, maintenance documentation, and warranty information is sufficient; (3) Multiple proposed solutions and configurations are acceptable and will be evaluated independently for technical acceptability and price; (4) Condensing units must be located on top of the walk-in cooler; (5) Condensing units may be located within 50 feet of the walk-in cooler; and (6) Stainless steel shelving is required along one side of the walk-in cooler only.

INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

Solicitation No. 75F40126Q00386 HFP-2026-134637 – Walk-In Laboratory Cooler

The following questions were received from industry regarding the solicitation, followed by the Government’s responses.

Question 1: Specifically, the SOW states that installation and site preparation are not included in the requirement, while also stating that the Quoter should identify any manufacturer installation, startup, inspection, or certification requirements necessary to activate or maintain the manufacturer’s warranty.

Could you please confirm whether installation charges may be included as an optional item, if required by the manufacturer, or whether installation should not be included in the proposal at all?

Government Response: Installation and site preparation are not included in the Government’s requirement and should not be included in the base quoted price.

If the proposed manufacturer requires installation, startup, inspection, certification, or another specific service in order to activate or maintain the manufacturer’s warranty, please clearly identify that requirement in your quotation.

If there is an associated cost, please identify it separately from the equipment price for informational and Government review purposes. The Government is not requesting contractor installation under the current solicitation.

Question 2: Could you please confirm one more thing? The solicitation states that post-installation technical validation and operator training are required.

Since installation is not included in the Government’s current requirement, please clarify whether the contractor must provide operator training or if providing the manufacturer’s operator manual/documentation is sufficient.

Government Response: Operator training and post-installation technical validation are not required under the Government’s current requirement. Providing the manufacturer’s standard operator/user manual, installation documentation, maintenance documentation, and applicable warranty information will be sufficient.

As previously clarified, installation and site preparation are not included in this requirement. If the manufacturer requires any specific startup, inspection, certification, or training in order to activate or maintain the manufacturer’s warranty, please identify that requirement separately in your quotation.

Question 3: Can you please also confirm that multiple responses/quotes or solutions are acceptable?

Government Response: Yes, multiple proposed solutions/configurations are acceptable.

If submitting more than one solution, please clearly identify and separately price each proposed configuration. Each solution should include sufficient technical information and product literature to demonstrate compliance with all minimum requirements of the Statement of Work.

Each proposed solution will be evaluated independently for technical acceptability and price in accordance with the solicitation.

Question 4: Where should the condensing units be located in relation to the walk-in cooler?

Government Response: The condensing unit(s) will be located on top of the walk-in cooler.

Question 5: Can the condensing units be located within 50 feet of the walk-in cooler? The contractor indicated that this distance may affect refrigeration system sizing and operation.

Government Response: Yes. The condensing units may be located within 50 feet of the walk-in cooler.

Question 6: The SOW requires stainless-steel shelving. Does the Government require shelving along two (2) walls, or may the contractor propose a shelving configuration that meets the Government’s storage needs.

Government Response: No. Stainless steel shelving is required along one (1) side of the walk-in cooler.
