STATEMENT OF WORK – WALK-IN COOLER ACQUISITION
This Statement of Work solicits the delivery of one walk-in cooler to the FDA Moffett Center in Bedford Park, Illinois to support food matrix storage for proficiency testing and method validation activities required under the Food Safety Modernization Act. The cooler must maintain operating temperatures of 2°C ± 0.5°C with redundant cooling systems and automatic switchover capability. Interior dimensions shall be approximately 105 inches (length) × 80 inches (width) × 105 inches (height), with condensing units configured for top placement and refrigerant line runs of 50 feet or less. The unit requires stainless steel interior walls, ceiling, and floor suitable for laboratory disinfectant cleaning; stainless steel shelving along one side; stainless steel bench/work surfaces; a cart-suitable ramp; non-slip flooring; bright LED interior lighting; four GFCI-protected electrical outlets; interior emergency door release; and an emergency alarm or equivalent safety feature. Contractors must clearly identify proposed interior dimensions and outlet configurations in their quotations.
Delivery shall occur during normal business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m., excluding Federal holidays) to the specified FDA facility, coordinated with the Government-designated receiving representative. Contractors must identify their proposed delivery lead time within their standard commercial timeline following award. The Government will inspect upon delivery to verify correct equipment, required components, freedom from visible shipping damage, and conformance to contract requirements. Contractors shall provide the manufacturer's standard commercial warranty documentation and identify any installation, startup, inspection, or certification requirements necessary to activate or maintain the warranty. Deliverables include the walk-in cooler, manufacturer operator/user manual, installation/maintenance documentation (if available), and warranty documentation, all due at delivery. STATEMENT OF WORK (SOW)
Walk-In Cooler
1. Purpose The purpose of this requirement is to acquire one (1) walk-in cooler to support storage of food matrices used in proficiency testing and method validation activities at the FDA Moffett Center.
2. Background The FDA Food Safety Modernization Act (FSMA) requires laboratory testing to meet established quality standards, which are supported through proficiency testing programs. The laboratory currently relies on a walk-in cooler to store food matrices used in proficiency testing and method validation activities. The existing unit is no longer operational due to age and equipment failure. Replacement of the walk-in cooler is required to restore storage capability and support ongoing laboratory operations.
3. Scope The Contractor shall furnish and deliver one (1) walk-in cooler that meets the minimum requirements identified in this Statement of Work.
Installation and site preparation are not included in this requirement. The Quoter shall identify any manufacturer installation, startup, inspection, or certification requirements necessary to activate or maintain the manufacturer's warranty.
4. Minimum Technical Requirements
4.1 Interior Dimensions
The walk-in cooler shall provide interior dimensions of approximately 105 inches (L) × 80 inches (W) × 105 inches (H). The Quoter shall clearly identify the proposed interior dimensions in its quotation. Proposed dimensions shall provide substantially equivalent usable space and shall not materially reduce the Government's available floor or storage space.
4.2 Temperature and Refrigeration
• Maintain an operating temperature of 2°C ± 0.5°C.
• Include redundant cooling systems with automatic switchover, or equivalent automatic redundancy capability, to minimize the risk of refrigeration failure.
• The condensing unit(s) shall be configured for placement on top of the walk-in cooler. The proposed refrigeration configuration shall accommodate a refrigerant line run of 50 feet or less.
4.3 Construction and Laboratory Use
• Stainless steel interior walls, ceiling, and floor suitable for routine cleaning with laboratory disinfectants.
• Stainless steel shelving shall be provided along one (1) side of the walk-in cooler. Stainless steel bench/work surface(s) shall also be provided.
• Ramp suitable for laboratory carts.
• Non-slip floor surface.

• Bright LED interior lighting.
4.4 Interior Electrical Outlets
• Four (4) GFCI-protected electrical outlets inside the walk-in cooler.
The Quoter shall clearly identify the proposed interior outlet configuration in its quotation. The outlets are required for the Government's laboratory operations and shall be included as part of the proposed cooler configuration.
4.5 Safety Features
• Interior emergency door release.
• Emergency alarm or equivalent safety feature.
5. Warranty The Contractor shall provide the manufacturer's standard commercial warranty applicable to the proposed walk-in cooler and refrigeration system. The Quoter shall identify the warranty coverage and duration applicable to the equipment, including parts, labor, compressor, and insulated panels, as applicable.
No preventive maintenance or repair services beyond those provided under the manufacturer's warranty are required under this acquisition.
The Quoter shall identify any manufacturer installation, startup, inspection, or certification requirements necessary to activate or maintain the manufacturer's warranty. Any warranty repairs shall be performed in accordance with the manufacturer's warranty terms and requirements.
6. Delivery The Contractor shall deliver the walk-in cooler to:

Delivery shall occur during normal business hours, Monday through Friday, 8:00 a.m. to 4:00 p.m., excluding Federal holidays. Delivery shall be coordinated with the Government-designated receiving representative identified after award.
The Quoter shall identify its proposed delivery lead time. Delivery shall occur within the Contractor's standard commercial timeline following award.
Installation and site preparation are not included in this requirement.
7. Inspection and Acceptance The Government will inspect the walk-in cooler upon delivery to verify that the correct equipment and required components were delivered, the equipment is free from visible shipping damage, and the equipment conforms to the contract requirements. Government acceptance will occur following satisfactory inspection of the delivered equipment.
