About this opportunity

The Department of the Air Force Pacific Air Forces seeks engineering, furnishing, installation, and testing of 12 strands of single-mode blown fiber optic cable spanning approximately 3,935 feet from the Marina (Building 1705) to the VORTAC facility (Building 1730) on Wake Island, with proposals due September 17 at 5:00 PM local time. The procurement is 100% small business set-aside (size standard $19 million) and carries firm fixed-price terms.

Place of performance is Wake Island. Inspection and acceptance occur at both origin and destination. The period of performance runs September 30, 2026 through September 29, 2027.

The contractor must engineer and install new fiber optic distribution panels (FODPs) with 12-port capacity at both buildings, approximately 3,935 feet of 1x4-way MicroDuct, two new handholes, one 12-port ethernet switch on the DoDIN Approved Products List, and one 3,000 KVA UPS within a new 24U communications rack in Building 1730. Work includes site preparation, electrical wiring (approximately 28 feet of EMT run to existing 20A breaker), cable management, facility grounding, trenching, and horizontal directional boring where required. All work must comply with TIA-606-D, TIA-607-D, TIA-526-7-A, and RUS telecommunications standards. Comprehensive testing per TIA 526-7-A using OTDR and optical power meter tests at 1310 nm and 1550 nm wavelengths is required.

Contractor must obtain AF Forms 103 (digging permit), 1024 (confined space entry permit), and 332 (building modifications) at least 45–60 days in advance. Personnel qualified as Senior Unexploded Ordnance Supervisor (SUXOS) and Unexploded Ordnance Safety Officer (UXOSO) are required; moderate-to-high munitions and explosives of concern probability exists across all trenching areas. The contractor covers all materials, labor, equipment, transportation, housing, food, and permits. Deliverables include installation schedule, test plan, butterfly and geospatial as-built drawings in ESRI Shape files with 3-foot GPS accuracy, and acceptance/installation test report. All components must be new, not refurbished. Invoicing is via WAWF within 30 days of project completion and inspection.

NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors); PSC N059 (Installation of Equipment—Electrical and Electronic Equipment Components). The contracting officer is Jerald Belford (380-456-3230). Amendment 1 and revised SOW v2 incorporating RFI responses were posted September 16–17; RFI responses clarified equipment rental coordination, hazardous waste procedures, UXO detection and clearance protocols, transportation tariffs, and fuel availability. FY27 passenger airfare to Wake Island is $5,694 one-way; cargo tariffs range $4.662–$7.732 per pound depending on weight and traveler category.
