About this file

This document is a Request for Information (RFI) Response providing clarifications and corrections to the Statement of Work (SOW) for solicitation FA521526Q0041, Wake Island Fiber Installation from Marina to VORTAC. The RFI responses address 13 contractor inquiries regarding project requirements, resource availability, and cost considerations for fiber optic cable installation work at Wake Island.

Key clarifications include: equipment rental coordination must be conducted directly with third-party contractors (ASRCC for construction equipment, Bethel and Brice for passenger vehicles); billeting and meal costs follow Defense Travel Management Office rates published at www.defensetravel.dod.mil; hazardous waste removal is coordinated through the 611th CES; UXO detection and clearance by Senior UXO Supervisor and UXO Safety Officer is required for all digging activities in all trenching areas, as no areas are classified as previously disturbed; Munitions and Explosives of Concern (MEC) discovered during project work must be reported to WI Det-1 office for coordination of destruction (contractor is not responsible for destruction); and the SOW building reference numbers were corrected. Regarding transportation and logistics: FY27 airfare rates are $5,694 one-way for federal workers and $5,927 for non-federal workers (increased from $1,469); passengers may bring 2 bags at 70 pounds each, with additional bags available at $165 per bag (maximum 3 additional); only diesel and JP-5 fuels are available on-site with limited quantities requiring advance coordination through the 611th ASUS Fuels Acquisitions Office. Microduct protection for road crossings requires concrete encasement with minimum 3,000 lb/in² compressive strength per updated SOW sections 3.2.3.9.11 and 3.2.3.9.3.

FROM: 766 ESS/PKD

Jerald Belford 10480 Sijan Ave, Ste 247 Joint Base Elmendorf-Richardson AK 99506

SUBJECT: RFI Responses – FA521526Q0038

1. States Contractors may rent equipment from ASRCC, can the cost for a MinX, Trencher, and SkidSteer be provided.?

Answer: Please contact ASRC – Contractor must contact ASRCC directly. As per the document attached, “Rentals are subject to a contract between ASRCC and the third-party contractor; the PRSC is not involved in this contract.” and “Additional support needed from the BOS Contractor, ASRCC, must be communicated to the WIA PM in advance, and coordinated through ASRCC's Program Manager, Brenton Alexander, 907-531-0900, balexander@asrcfederal.com.”

2. Can you provide the available resources POC, to rent Passenger Vehicles?

Answer: The two possible contractors that may have vehicles available for rent would be Bethel (Brandon Wheeler, 907-205-1772, bwheeler@bncak.com) and Brice (Erik Meyers, 907-947-2693, emyers@bricesolutions.com). The government isn’t involved in this and the third-party contractor would have to reach out to them and contract this separately.

3. Billeting Resources, document states meals and on-site lodging must be used, what is the cost for these amenities?

Answer: Per the document “The charge in accordance with the current rates published by the Defense Travel Management Office for Wake Island and can be found at www.defensetravel.dod.mil/site/perdiemcalc.cfm”

4. Can the offsite resource POC be provided for removal of debris?

Answer: The hazardous waste program is run by Mr. Don Hass (907-552-9766) and Mr. Jeffery Platner (907-552-4489) at the 611th CES. Regular trash can be thrown away at the SWA.

5. In the Lighting vault to WX SOW 3.1.6 there is a reference to requiring a SUXOS and UXOSO. My understanding of EM 385-1-97 and most often the requirement at Wake has been a UXO tech II or tech III during intrusive activities with occasionally the requirement for an additional UXO Safety Officer. Is this the intent or is the intent to have a Senior UXO Supervisor and UXO Safety Officer on location, neither of which typically performs the physical activities required for anomaly avoidance.

Answer: The SUXOS and UXOSO requirement came from EM-385-1-97, I.1.C and I.1.C.01.02 in which a response requires them. If something were found and determined by the UXO that it could be moved, this would prevent a significant delay in the project.

6. This section also states that the contractor is responsible for destruction of all MEC encountered during project activities. This is also not typical at Wake. The destruction of MEC has always been a DoW EOD team that determines the destruction method, location and means. They handle, transport and manage the explosives. Please confirm the requirements on these solicitations.

Answer: This is correct. The following corrections should be noted:

a. Para 3.1.6.2 last sentence should read “All MEC items and any MPPEH items found to contain an explosive hazard after inspection shall be reported to the WI Det-1 office for coordination of destruction.”

b. 3.1.6.2.2 should have the last sentence removed.

c. 3.1.6.2.3 should read “Each excavation created by the investigation of an anomaly shall be cleared and backfilled.”

d. 3.1.6.2.4 should read “The Contractor shall maintain a detailed accounting of all MEC items/components encountered. This accounting shall include the amounts of MEC, nomenclature and condition (i.e., UXO, DMM, and explosive MC), location and depth of MEC, and disposition. The Contractor shall take digital photographs of identifiable MEC found during the munition’s response.”

7. Please confirm if the two building numbers in the SOW title, "Bldg 1178 & Bldg 1117", are in error?

Answer: This was in error. Correction has been made.

8. It is our understanding that the Contractor price of a one-way airfare, per passenger, on the Government-provided rotator to/from Wake Island Airfield (WIA) has officially increased from $1,469 to $5,694, or a total round trip increase of $8,450 per person for FY27. Please confirm that bidders should use the provided FY26 WIA Support Letter cost of $1,469, and anticipate a post-award funding modification to recoup the FY27 increased travel cost?

Answer: The new base support letter for FY27 hasn’t been issued yet, but starting FY27, the new rate for federal workers is $5,694 one-way. Non-Federal workers will be $5,927 one-way. The shipping rates using AMC cargo have updated as well. New rates are attached. Please use the new FY27 rates when submitting proposals.

9. Can the Government authorize additional bags/weight, by contract, for passengers to bring tools and equipment on the Government-provided rotator?

Answer: Each passenger is allowed 2 bags at 70 pounds. Starting FY27, passengers can bring additional bags at a cost of $165 per bag up to a maximum of 3 additional bags.

10. Is the Government able to sell/provide gasoline and/or diesel fuel for vehicles and heavy equipment?

Answer: Per Attachment 1 of the SOW, “The only fuels readily available on WIA are diesel and JP-5. Do not ship any equipment or vehicles that cannot operate on diesel or JP-5. Diesel fuel and JP-5 are available for purchase on site; however, quantities are limited, and availability cannot be guaranteed without advance coordination. All organizations planning operations at WIA must provide an estimated fuel requirement as part of their planning. Fuel requests must be routed through the 611th ASUS Fuels Acquisitions Office (611ASUS.POL.1@us.af.mil, jason.olds@us.af.mil) to ensure sufficient product is available to support mission needs.”

11. Some sections and figures suggest direct-burying 4-inch PVC Schedule 80 is adequate microduct protection for road crossings. Section 3.2.3.9.11. MicroDuct Protection, seems to require the additional protection of concrete encasement, while Section 3.2.3.9.3. Paved Surface Crossings, requires additional protection for, "crossings which are planned for paving in the future". Will bidders need to include pricing for procurement and installation of additional road-crossing protection, such as concrete-encased PVC or steel-pipe casing?

Answer: I don’t see in the SOW where it states direct-burying PVC under road crossings is permitted. 3.2.3.9.11 states “nonmetallic conduits shall be encased in concrete of minimum 3000 lb. /in2 compressive strength.” 3.2.3.9.3 states it “shall be concrete encased.” Though it was stated in 3.2.3.9.11, to hopefully reduce confusion, the 3,000 lbs/in2 compressive strength was added to 3.2.3.9.3 as well.

12. It is our understanding that the Government handles all Explosive Ordnance Disposal (EOD) actions on WIA. Will the Contractor be required to perform EOD and/or dispose of MEC items, IAW Section 3.1.6.2.2?

Answer: The UXO technician will make the determination if the UXO can be moved. If it cannot and must be detonated in place, then the Wake Island Det-1 office will coordinate it. 3.1.6.2, 3.1.6.2.2, 3.1.6.2.3 and 3.1.6.2.4 have been updated.

13. UXO detection/clearance is required in undisturbed areas and typically ranges from approximately 12 to 16 inches below ground surface (bgs) at a time. This requires multiple iterations of UXO clearance and excavation to get to installation depth (36+ inches bgs). With the WIA MEC probability classification as “moderate to high”, this prevents the safe installation of conduit/microduct by directional boring, vibratory plowing, or other micro-trenching techniques that reach 36+ inches in a single pass.

a. Does the Government require compliant UXO detection/clearance in all areas marked for trenching?

Answer: UXO clearing is required for all digging on Wake Island.

b. Does the Government classify any of the trenching areas (to 36+ inches) as "previously disturbed", which would alleviate the requirement for compliant UXO detection/clearance?

Answer: No area is considered previously disturbed.
