About this opportunity
The Fish and Wildlife Service seeks design, fabrication, and installation of interpretive trail signage for Jim Creek Recreation Area in Snohomish County, Washington, with quotes due July 21, 2026. This procurement is a total small business set-aside. Amendment 001, effective March 6, 2026, reduced scope to three base interpretive panels plus one optional panel contingent on additional funding.
Place of performance is Jim Creek Recreation Area, Snohomish County, Washington. The base deliverable comprises three 36" × 24" contour-cut panels addressing salmon habitat protection and connections to orcas and the Stillaguamish Tribe; Twin Lakes orientation with rules, trail information, and ecosystem details; and a pollinator garden panel featuring native plants and traditional tribal food species. The optional fourth panel focuses on old-growth forest and marbled murrelet habitat. All panels require UV-stabilized all-weather material with 12-color high-density printing, threaded insert mounts with security bolts, and edge treatment to prevent delamination.
Deliverables include concept design, final design, engineered and stamped construction drawings, a minimum of three draft reviews at 30%, 60%, and 90% completion, an 8" × 10" color laminate sample for approval, monthly status reports, high-resolution design files compliant with USFWS graphic standards, signed releases for all photographs and works, and unlimited worldwide rights for all original elements. Period of performance runs August 1, 2026 through December 31, 2026, with work completion by February 16, 2027 or earlier. The NAICS code is 541430, Graphic Design Services, with a small business size standard of $9 million. Award will be firm-fixed-price using the trade-off method, with technical capability and past performance (no terminations for default) weighted approximately equally to price. Quotations must be emailed to chelsea_devivo@ios.doi.gov and include SAM.gov UEI.
